University Hospitals of Liverpool Group is one of the largest provider groups in the NHS, bringing together three statutory organisations that collectively serve Liverpool and the surrounding region. With more than 19,000 colleagues and an annual income of around £1.8 billion, the Group provides a broad range of services, from community-based care through to highly specialised and nationally recognised clinical provision. It also plays an important role in research, education and innovation through its longstanding relationships with universities and partners across the city region.

The Group has reached an important stage in its development and, whilst much has been achieved, the Board recognises that there remains a great deal still to do. The successful candidate will need to bring people together behind a clear sense of direction, ensure that the benefits of working as a Group are realised in practice and maintain a clear focus on the quality of care provided to patients.

We are now seeking an outstanding Group Chief Executive to lead that next stage of our development. The Board is clear about the role the Group can play in improving outcomes for patients and communities across Liverpool and the wider region. We are committed to supporting a Chief Executive who can provide clear leadership, build strong relationships and help the Group fulfil that potential.

Reporting to the Group Chair, you will inherit organisations with many strengths, committed staff, respected clinical leadership and a strong reputation for the care they provide. You will also inherit the responsibility of helping shape the future of one of the NHS's most significant provider groups. This is a role that demands judgement as much as experience. It requires someone who is equally comfortable setting long-term direction and dealing with the realities of running a large and complex NHS organisation on a day-to-day basis.

The successful candidate will need to balance long-term ambition with day-to-day operational realities, build confidence across a wide range of stakeholders and maintain a clear focus on improving outcomes for patients and communities.

The Role

As Group CEO, you will provide leadership across the Group and work closely with the Chair, Boards, executive teams, staff and partners to deliver the next stage of its development. You will continue to strengthen collaboration across the Group whilst recognising and respecting the histories, strengths and identities that each organisation brings. You will lead the organisation through an increasingly challenging operating environment, ensuring that quality of care, operational performance and financial stewardship remain at the heart of decision making.

You will represent the Group within the wider health and care system, building effective relationships with NHS partners, local authorities, universities and other stakeholders across Liverpool, Cheshire and Merseyside. You will lead the advancement of Equality, Diversity and Inclusion across the Group, embedding inclusive leadership and tackling inequity in outcomes and experience. This includes championing anti-racist practice, supporting an inclusive culture, and ensuring services are equitable, accessible and responsive to the diverse communities we serve.

Liverpool has an outstanding reputation for research, education and innovation and you will work with our university partners and clinical leaders to ensure those strengths continue to grow and translate into better care, improved outcomes and greater opportunities for patients and staff.

What You Will Lead:

  • The continued development of one of the NHS's largest provider groups.
  • The delivery of consistently high standards of quality, safety and patient experience.
  • Service improvement and transformation that delivers tangible benefits for patients and communities.
  • Strong operational performance and financial sustainability.
  • Effective collaboration across organisations, professions and organisational boundaries.
  • Research, education and innovation that supports better patient care and organisational development.
  • A culture that combines accountability, improvement and a commitment to supporting staff to succeed.
  • Equality, Diversity and Inclusion and the reduction of health inequalities across our patients and workforce.

About You

You will be an accomplished executive leader with experience of operating successfully within large, complex organisations where performance, culture, stakeholder relationships and public accountability all matter. You may already be serving as a Chief Executive within the NHS. Equally, we are interested in exceptional leaders who can demonstrate the experience, judgement and leadership required to succeed at this level.

You will see this role as much more than leading a large NHS organisation. You will recognise the opportunity to shape one of the country's most significant provider groups and to make a meaningful contribution to the future of healthcare across Liverpool and the wider region.

You will bring:

  • Significant executive leadership experience within a large and complex organisation.
  • A track record of improving organisational performance and leading large scale change.
  • Experience of working effectively with Boards, senior stakeholders and partner organisations.
  • The ability to build and lead high performing executive teams.
  • An understanding of how strong organisational culture contributes to better outcomes for patients, staff and communities.
  • The credibility, resilience and judgement required to lead at scale in a complex public service environment.

Most importantly, you will be someone whose judgement is trusted. You will know when to listen, when to challenge and when to act.

Why Liverpool?

Liverpool is one of the United Kingdom's most distinctive and important cities, with a strong sense of identity, proud communities and a long history of public service and innovation. The NHS plays a central role in the life of the city and the wider region. This appointment offers the opportunity to lead an organisation that is fundamental to the health and wellbeing of the population whilst helping shape the future direction of healthcare across Liverpool, Cheshire and Merseyside. Liverpool is a city with enormous pride, resilience and ambition and this is an opportunity to lead an organisation that matters deeply to the people it serves.
