Take on a new challenge and help shape the future of learning, competency development, and technical capability across Alstom. You will report to the Services Operations Academy Director and play a vital role in driving a standardised, risk-based approach to training and competence that supports operational, tactical, and strategic priorities. Working closely with regional/country teams, recruitment, and subject matter experts, you will ensure that learning solutions are impactful, future-focused, and aligned with business needs. Your expertise will enable the continuous development of technical talent, enhance knowledge transfer, and strengthen excellence across the organisation.
Responsibilities
- Partner with regions, countries, and learning leads to conduct risk-based and learning data analysis, identifying gaps in capability and future competency development needs.
- Support regional teams in developing and deploying short, medium, and long-term training and competence strategies that build knowledge, skills, and behavioural capability.
- Develop and mentor local teams to promote standardisation and ensure strong knowledge transfer across sites and functions.
- Strengthen the recruitment interface by supporting the design and deployment of standardised processes to attract, onboard, and retain technical talent.
- Lead the development and deployment of technical learning and upskilling programmes, such as electrical safety training, ASAP, and Alstom 200 Days ensuring clear outcomes and consistent global standards.
- Promote blended learning solutions aligned to the 70/20/10 model, enhancing the effectiveness and accessibility of learning.
- Develop learning roadmaps and delivery plans that identify and proactively manage risks, issues, dependencies, and resource needs.
- Continuously evaluate learning pathways using recognised evaluation methodologies to ensure a demonstrable return on learning investment and support continuous improvement.
- Promote and support expertise management frameworks, including World Class Engineering & Manufacturing, special process expertise monitoring, and expert networks.
- Work with regional and country leads to define priorities, resources, governance, and KPIs required to deliver the competence, expertise, and learning plan.
Qualifications
- A recognised qualification in Learning, Training, Assessing, and Verifying.
- Strong experience applying and evaluating risk based learning within a technical, engineering, or railway operations environment.
- Knowledge of competency legislation, safety requirements, and regulatory standards related to technical or operational environments.
- Proven background in Technical Competency Management within a multi-site or global setting.
- Demonstrated ability to coach, mentor, and develop teams, with significant experience in a managerial position.
- Strong track record in influencing stakeholders, managing complex projects, and delivering learning programmes with measurable outcomes.
- Experience using learning software, CMS/LMS platforms, and learning data/analytics to support evidence-based decision making.
- Experience working with large, blue-collar workforces and supporting standardised learning across diverse locations.
- Proficiency in IT tools such as Microsoft Word, Excel, and PowerPoint.
- Practical experience implementing or managing Competence Management Systems (CMS) or Learning Management Systems (LMS).
