We are seeking experienced Senior Commercial Managers to provide strategic commercial leadership within a high-profile, enterprise-level programme. This role is not technical or delivery-focused but centres on governance, procurement strategy, and stakeholder engagement across a complex, multi-stakeholder environment.
You will play a key role in shaping delivery models, ensuring commercial alignment, and driving value across the full procurement lifecycle.
Key Responsibilities- Lead commercial strategy from inception through to contract award
- Provide programme-level commercial leadership across large-scale initiatives
- Support delivery model assessment and strategic decision-making
- Manage end-to-end procurement and commercial lifecycle activities
- Ensure governance, assurance, and compliance within high-risk environments
- Influence and engage senior stakeholders (Director level and above)
- Develop and manage commercial frameworks, including multi-lot structures
- Collaborate across cross-functional teams to ensure alignment and delivery
- Lead pre- and post-contract negotiations to achieve value for money
- Identify and mitigate commercial risks through effective strategies
- Strong experience with HMT Green Book business cases (hands-on)
- Exposure to Public Accounts (PA23) frameworks
- Proven track record in large, complex public sector programmes
- End-to-end procurement and commercial lifecycle management
- Experience operating in high-governance / assurance-driven environments
- Demonstrated ability to influence and challenge senior stakeholders
- Experience working with Crown Commercial Service (CCS) frameworks
- Experience delivering large-scale programme procurements
- MCIPS (or equivalent) qualification
- Familiarity with procurement tools such as Atamis
- Experience in multi-lot framework development, particularly in resource sectors
- Exposure to pre-market engagement activities
- Strategic thinking with enterprise-level perspective
- Strong commercial acumen and procurement expertise
- Excellent stakeholder engagement and communication skills
- Governance, risk, and assurance management
- Ability to work in ambiguity and fast-paced environments
- Negotiation and influencing skills at senior levels
