Role Overview
Seeking an experienced HR Business Partner (Reforms Lead) to balance transformation activities with operational HR support. The role will focus on leading Social Work Reforms (70%) by supporting workforce planning, restructuring, skills development, and delivering workforce solutions. The role will also provide Business Partnering & Case Management (30%), managing complex employee relations, change management activities, TUPE processes, policies, and advising managers on people-related matters.
Key Responsibilities
- Act as a strategic partner for transformation and change activities.
- Manage complex ER cases including capability, grievance, disciplinary, absence, and performance matters.
- Provide HR advice, coaching, and guidance to managers and senior leaders.
- Support workforce planning, restructuring, and skills development initiatives.
- Maintain accurate case records, reports, and people data.
- Review HR policies and ensure compliance with employment legislation.
- Work with legal and union stakeholders to resolve people-related activities.
Skills & Experience Required
- CIPD Level 5 or above qualification or substantial HR experience.
- Strong knowledge of Employment Relations (ER) law and HR practices.
- Proven experience managing complex ER casework and advising managers.
- Experience in change management, workforce projects, and strategic HR partnering.
- Excellent communication, stakeholder management, and problem-solving skills.
- Experience using HR systems such as SAP, iTrent, or similar.
- Public sector, NHS, or regulated care environment experience desirable.
