Job Purpose
To improve housing conditions by delivering effective enforcement within the private rented sector. The role involves conducting housing inspections, applying the Housing Health and Safety Rating System (HHSRS), investigating complaints, and taking enforcement action against non-compliant landlords to ensure properties are safe and legally compliant.

Key Responsibilities

  • Conduct property inspections and HHSRS assessments within the private rented sector.
  • Investigate complaints relating to housing disrepair, unsafe conditions, overcrowding, and unlicensed HMOs.
  • Prepare and serve enforcement notices, schedules of work, and undertake enforcement actions where required.
  • Support regulation and licensing of Houses in Multiple Occupation (HMOs).
  • Investigate cases of harassment or unlawful eviction and take appropriate enforcement action.
  • Prepare enforcement cases and provide evidence at First Tier Tribunal or Court where necessary.
  • Work collaboratively with internal teams and external partners including Planning, Police, Fire Service, and Housing teams.
  • Maintain accurate records and ensure compliance with housing legislation and council policies.

Requirements

Essential

  • Current experience conducting HHSRS property inspections.
  • HHSRS Certificate of Competency.
  • Strong knowledge of housing legislation relating to private sector housing and HMOs.
  • Experience in housing enforcement within a local authority environment.
  • Full UK driving licence and access to a vehicle insured for business use.
  • Ability to work from the office at least 3 days per week.
  • Strong communication, investigation, and enforcement skills.

Desirable

  • Experience presenting cases at the First Tier Housing Tribunal.
  • Experience working with HMO licensing schemes.

Additional Requirements
Standard DBS clearance required.
