Do you have proven experience managing multiple concurrent civil engineering projects or programmes within a highly regulated environment such as nuclear, infrastructure, defence, energy, utilities, or similar? Have you led the delivery of complex civil engineering packages including reinforced concrete structures, groundworks, infrastructure, drainage, earthworks, or structural alterations whilst maintaining control of cost, schedule, risk, and compliance?
The Opportunity
An exciting opportunity has arisen for an experienced Programme Manager to join a growing project delivery team supporting a major long-term infrastructure programme. Operating within a highly regulated environment, you will provide leadership, coordination and strategic oversight across multiple concurrent civil engineering projects, ensuring successful delivery from initial client requirements through to construction, commissioning and final handover. This role offers the chance to work on complex engineering challenges, influence programme strategy, engage with senior stakeholders, and contribute to the successful delivery of nationally significant infrastructure projects.
Your duties and responsibilities will be:
- Support the Head of Projects in the planning, coordination and delivery of multiple civil engineering projects and programmes
- Provide programme-level oversight of scope, schedule, cost, risk and performance
- Ensure effective integration of design, procurement, construction and commissioning activities
- Manage project delivery from inception and client requirements through pre-construction, delivery and handover
- Monitor programme KPIs and implement corrective actions where required
- Lead the delivery of complex civils packages including groundworks, reinforced concrete structures, drainage, infrastructure and earthworks
- Ensure compliance with technical specifications, regulatory requirements, quality standards and safety requirements
- Manage programme risk registers, mitigation plans and assurance activities
- Prepare and present programme progress reports, financial forecasts and risk updates to senior stakeholders
- Act as a key interface between project teams, clients, regulators, consultants and supply chain partners
- Support senior stakeholder engagement, programme strategy development and resource planning
- Monitor budgets, forecasts and cost performance across programmes
- Support change management processes and commercial activities where required
- Lead, mentor and develop Project Managers and Engineers
- Promote continuous improvement and best practice across project delivery teams
- Support employee engagement and foster a positive team culture
You will have the following qualifications & experience:
- Proven Programme Management experience within civil engineering, infrastructure, construction, defence, energy, utilities, rail, nuclear or similarly regulated sectors
- Experience delivering multiple concurrent projects within a complex programme environment
- Strong understanding of project controls including cost, schedule, risk and performance management
- Experience managing key stakeholder relationships at senior level
- Demonstrable knowledge of civil engineering construction methodologies
- Experience overseeing subcontractors and multidisciplinary project teams
- Strong commercial, financial and contractual awareness
- Excellent leadership, communication and organisational skills
- Knowledge of governance, compliance, quality and safety requirements within regulated industries
It’s great if you also have the following:
- Previous experience working within the nuclear sector
- Knowledge of nuclear safety requirements and site licence conditions
- Experience supporting major infrastructure programmes at Sellafield or similar regulated client environments
- Professional Project Management qualification (APM, PRINCE2, PMP or equivalent)
- Chartered status or working towards chartership within an engineering or project management discipline
- Experience contributing to programme strategy and long-term resource planning
- Experience leading change management and continuous improvement initiatives
