Your role: As a Technical Officer within the Highways and Network Management Service, you will support the delivery of new development infrastructure across the borough. Working closely with highway development, traffic management and asset management professionals, you will manage Section 38 and Section 278 agreements, assess development submissions, and ensure new roads and highway infrastructure meet Wigan Council's adoptable standards. You will work with developers, consultants, members and local communities, receiving support from experienced technical colleagues and the Service Lead. This role does not involve direct line management responsibility but requires strong stakeholder management and technical decision-making.

About you: You will have experience in highways, civil engineering or development-related infrastructure, with a good understanding of highway construction, traffic management and highways legislation. You will be confident assessing technical submissions, managing Section 38 and Section 278 agreements, and monitoring financial contributions linked to developments. Strong communication and stakeholder management skills are essential, as you will work closely with developers, elected members, colleagues and the public. The ideal candidate will be organised, able to prioritise a varied workload, solve technical problems effectively, and be committed to delivering high-quality services that support growth and thriving communities.
