- As directed by the Estates Manager the post holder will be responsible for the integrity of the Mechanical, Electrical, Building and Fabric infrastructure and for providing specialist technical advice to the day-to-day management of the Trust’s buildings with regard to breakdowns, planned preventative maintenance and minor works projects whilst providing expert advice on all aspects of Estates Specialist Services.

However, progressively be suitably trained to acquire elements of other skills with the intension of reaching levels of flexibility and competence to enable them to achieve and apply the ability, where required to perform the following: To provide safe and efficient day to day operational management of the Trust’s engineering systems.
To ensure the Estates service meets statutory requirements at all times and is responsive to the client’s requirements.
- The role will require the post holder to participate in an on-call Rota for the Estates Department, to undertake the organisation and supervision of any work necessary out of normal workinghours, the following duties are included: Attend site out of normal working hours as necessary.
Be prepared to be available within reason to work at short notice, out of normal working hours, in emergency situations.
- To take the lead responsibility for Operation, Maintenance and Management of the Engineeringsystems associated within the Trust’s premises.
- To lead on the interpretation of Electrical and Mechanical test results and the subsequent corrective actions.
- Develop and prepare various management reports on Engineering Services, Risk, IPC, VSG / WSG compliance and performance as and when required.
- Responsible for keeping accurate and complete records of all activities and ensure written communication is consistent with legislation, policies and procedures.
- To act as ‘Authorized Person for HV, LV, MGPS, Ventilation, Steam & Pressure Systems, Lifts and maintaining strict records of these systems to meet operational and statutory requirements.
- Responsible for the regularly reviewing the use of highly complex engineering systems to ensure that they continue to meet demand criteria and user’s expectation of the service, particularly where such services have a direct impact on clinical care or safety.
- When assigned lead on the design and tender approved schemes in accordance with relevant legislation, guidance and procedures.
- Develop and maintain emergency / contingency plans to maintain critical systems and minimise disruption to the normal operation of the hospital during power failure or other emergency situation.

- Management
- To be responsible for the ongoing training and development of the member/s of staff within the post’s areas of responsibility, ensuring they have the required skills and recognize their role in contributing to the directorate performance.
- To manage employee relation issues, ensuring that Trust policies and procedures are adhered to, and all issues are dealt with in a timely and consistent manner, including managing sickness absence.
- To manage recruitment and retention of staff in accordance with Trust policies.
- To lead on internal communications within the Trust to advise of any works affecting or which may affect the operational service delivery.
- To be the first point of contact for responding to complaints and concerns from the service users in relation to engineering services or equipment maintenance issues providing a response which is empathetic in relation to the issues involved.
- To implement, advise and modify changes to the PPM, Asset Management and Advise Notes systems as required to cover legislation, British standards etc.
- Health, Safety, Fire and Risk Management
- To lead on the Identification of statutory and NHS standards applicable to Estates function and development and management of systems to ensure full compliance is achieved.
- Responsible for promoting a Health and Safety culture within Estates, ensuring appropriate risk assessments are carried out by in-house staff and contractors and to manage the Estates Health and Safety advisor workload.
- Responsible for ensuring that all work undertaken on the estate is carried out in accordance with safe working procedures, statutory requirements and HTM guidance.
- Responsible for the development, completion and review of policies and procedures relating to the Estates function.
- Liaise with Safety, Fire, Risk and Infection Prevention Control teams to ensure that all appropriate controls are place.
- Lead in the identification and assessment of risk in relation Estates and ensure that controls are put inplace.
- To ensure effective monitoring systems are in place to effectively demonstrate compliance with statutory inspection requirements for all critical aspects of the Estates and Facilities functions.

- Required to undertake long days / night shifts / on-call
