The Opportunity
We are seeking an experienced Senior Project Manager to join one of the UK's largest and most significant infrastructure programmes at Sizewell C.
This is a senior client-side role responsible for providing commercial assurance and governance across major heavy civil engineering packages.
You will play a critical role in challenging and validating Target Outturn Cost (TOC) submissions, ensuring procurement strategies, cost estimates, risk allowances and pre-construction planning are robust, auditable and aligned with programme objectives.
Working closely with project, commercial and supply chain teams, you will provide independent assurance to support informed decision‑making and successful project delivery.
Key Responsibilities
- Lead commercial assurance reviews of Target Outturn Cost (TOC) submissions across major heavy civils packages.
- Challenge cost estimates, pricing methodologies, commercial assumptions and risk allowances to ensure accuracy and value for money.
- Review QSRA/QCRA outputs, contingency allowances and governance compliance.
- Support procurement strategy development, TOC preparation, contract reviews and commercial negotiations.
- Facilitate assurance workshops, governance forums and commercial review meetings with senior stakeholders.
- Assess project risks and opportunities, validating contingency levels and value engineering proposals.
- Ensure commercial submissions are fully supported by robust evidence and align with programme governance requirements.
- Provide expert commercial advice throughout the pre‑construction phase, helping drive consistency, transparency and best practice.
About You
We're looking for an experienced commercial professional with a strong background in major infrastructure or heavy civil engineering projects.
You will have
- Significant experience within major infrastructure or heavy civils projects.
- A strong background in pre‑construction, estimating, procurement, quantity surveying and commercial management.
- Experience reviewing, challenging and assuring Target Outturn Cost (TOC) or target cost submissions.
- Working knowledge of QSRA/QCRA methodologies, Monte Carlo risk analysis, contingency management and cost planning.
- Experience working with NEC and/or PAA contracting models.
- The ability to lead commercial assurance reviews, engage senior stakeholders and facilitate governance forums.
- Experience gained within a Tier 1 contractor, consultancy or major project delivery environment.
- A degree in Quantity Surveying, Commercial Management, Civil Engineering or a related discipline.
- MRICS or an equivalent professional accreditation (desirable).
