This role will play a visible role in shaping how Lancashire and South Cumbria ICB develops as an organisation.

Working across directorates and with senior leaders, the OD Business Partner will help translate staff insight, organisational priorities and workforce intelligence into practical development, engagement and culture interventions that make a real difference to how people experience work.

The role would suit an OD professional who enjoys working at both strategic and practical levels: diagnosing issues, designing thoughtful interventions, facilitating conversations, supporting leaders and evaluating impact.

The post holder leads and manages a complex portfolio of Organisational Development, learning and engagement work across the ICB, translating strategic priorities into co-ordinated programmes, interventions and measurable improvement plans.

The role operates with a high degree of autonomy within broad organisational objectives, exercising specialist judgement in the interpretation of policy, workforce intelligence and organisational need to determine the most appropriate OD and development approach.

The post holder is responsible for planning and prioritising multiple interdependent workstreams, advising senior leaders on organisation-wide and directorate-level solutions, contributing to the development of OD, learning and engagement policy, frameworks and service approaches, and ensuring delivery is aligned to corporate priorities, governance requirements and available resources.

The post holder works in close partnership with the Workforce Design and Development Senior Lead, the EDI, Wellbeing and Development Business Partner and other senior stakeholders to deliver sustainable service, culture, people and inclusion improvement.

Lancashire and South Cumbria ICB is a complex organisation serving a population of over 1.8 million people.

Its role is to improve population health and healthcare by planning and commissioning services, managing budgets, and working with local providers to achieve better health outcomes, reduce inequalities, and ensure value for money.

The OD Business Partner leads and co-ordinates a broad range of organisational development activity across the ICB, contributing to workforce capability, leadership development, staff engagement and culture improvement.

The role provides specialist advice and leads delivery of organisational development interventions, learning activity, staff survey follow-up, facilitation and leadership development, working in close partnership with the Workforce Design and Development Senior Lead and the EDI, Wellbeing and Development Business Partner to deliver the wider workforce design, culture, people and inclusion portfolio.

  • Organisational Development
  • Design, lead and deliver organisational development interventions supporting culture change, service transformation and leadership effectiveness, taking responsibility for scoping work, agreeing intended outcomes, selecting appropriate methodologies and evaluating impact.
  • Provide OD consultancy and facilitative support to senior leaders, managers and teams on engagement, team effectiveness and organisational change.
  • Use workforce and engagement data, best practice and organisational intelligence to identify themes, develop recommendations and shape service improvement actions, exercising specialist judgement on priorities and interventions in partnership with the Workforce Design and Development Senior Lead and, where relevant, the EDI, Wellbeing and Development Business Partner.
  • Provide coaching, facilitation, support and feedback to staff, managers and teams.
  • Learning, Capability and Workforce Development
  • Lead the design, delivery and evaluation of learning and development initiatives aligned to organisational priorities and best practice.
  • Contribute to training needs analyses and use insight to help inform local learning plans and development priorities.
  • Design and deliver blended learning solutions including face-to-face and digital learning offers to support agreed organisational and leadership development priorities.
  • Support the implementation and continuous improvement of appraisal and performance development processes through advice, facilitation and development activity in conjunction with the Workforce Design and Development Senior Lead
  • Use appraisal information to identify themes, support managers and contribute to improvement actions and local reporting.
  • Provide guidance, training and support to managers to improve the quality and consistency of appraisals.
  • To lead on the delivery of the annual NHS Staff Survey and pulse survey follow-up activity, including communication, facilitation, analysis and feedback to support improvement planning.
  • Translate engagement data into OD and leadership actions at organisational, directorate and team level, working with leaders and the EDI, Wellbeing and Development Business Partner to support measurable improvement in culture, staff experience, wellbeing and inclusion.
  • Support leaders to use staff feedback to drive measurable improvement.
  • Talent
  • Support the Head of Workforce Design & Organisational Development in the delivery of talent development activity and programmes, including leadership pathways and succession planning initiatives, in line with agreed organisational priorities and direction.
  • Lead talent development activity across the ICB, co-ordinating delivery arrangements, stakeholder engagement, monitoring and service improvement to ensure provision remains effective, responsive and aligned with organisational priorities.
  • Support effective co-ordination of talent and appraisal development activity by maintaining delivery plans, monitoring progress and sharing insight with the Workforce Design and Development Senior Lead.
  • Policy, governance & reporting
  • Lead and contribute to the development, implementation and review of OD, learning and workforce development guidance, policies and governance processes, ensuring these reflect organisational priorities, statutory requirements and national guidance.
  • Prepare, present and interpret complex reports, briefings and recommendations on OD and development activity for the Workforce Design and Development Senior Lead, senior leaders and governance groups, highlighting risks, options, progress and service improvement opportunities, and drawing on input from the EDI, Wellbeing and Development Business Partner where reports relate to culture, people, wellbeing or inclusion priorities.
  • Evaluate the effectiveness and impact of OD interventions, identifying learning and improvement opportunities.

The main duties and responsibilities described above are not exhaustive and the post holder will be expected to undertake other duties appropriate to the grade and nature of the role, as reasonably required.

As the organisation evolves, the remit of the role may develop and the post holder will be expected to adapt their working approach accordingly, with appropriate support.
