As a Technical Business Analyst, you’ll play a key role in delivering digital transformation and technology-enabled change across the organisation. Working within our Digital, Technology & Innovation team, you’ll operate at the intersection of business and technology, helping to shape and deliver digital solutions that improve outcomes for residents, customers and colleagues. You’ll work closely with services across the Council to understand business challenges, redesign processes and help ensure technology investments deliver meaningful and measurable benefits. Combining strong analytical skills with technical understanding, you’ll bridge the gap between business needs and digital solutions, supporting projects from discovery through to delivery and adoption.

What will you be doing?

  • You’ll lead business analysis activities across a diverse portfolio of digital and technology projects, working with stakeholders to understand business requirements, identify opportunities for improvement and support the delivery of effective solutions.
  • Through workshops, interviews, process mapping and stakeholder engagement activities, you’ll gather, analyse and document requirements, ensuring solutions are aligned to organisational priorities, customer needs and strategic objectives.
  • A key aspect of the role will involve analysing existing business processes, systems and technologies to develop future-state designs, business models, gap analyses and solution recommendations.
  • You’ll work closely with architects, developers, suppliers and technical specialists to ensure business requirements are translated into clear functional and technical specifications.
  • This will include defining system, integration and data requirements, supporting API-led solutions and contributing to solution design discussions that maximise the value of the Council’s technology landscape.
  • Using data and insight to inform decision-making, you’ll support business case development, validate requirements and contribute to the design of management information and analytics solutions.
  • You’ll also support testing, training, transition and benefits realisation activities, helping to ensure new systems and services are successfully embedded.
  • Working across both Agile and traditional delivery environments, you’ll contribute to sprint planning, backlog refinement, user story development, acceptance criteria definition and iterative delivery approaches where appropriate.

About you

You’re an experienced Business Analyst with a strong background in technology-enabled change and digital transformation within complex environments. You’re comfortable working with both technical and non-technical stakeholders and have a proven ability to translate business needs into functional and technical requirements that support successful project delivery.

You’ll have significant experience defining system, integration and data requirements, working with enterprise applications, APIs and system integrations, and collaborating with architects, developers and third-party suppliers. You’ll bring a strong understanding of software delivery lifecycles, business analysis methodologies and Agile delivery approaches, together with excellent stakeholder management, facilitation and influencing skills.

You will hold a degree-level qualification or equivalent experience, together with a BCS Business Analysis Diploma or equivalent professional experience. A PRINCE2 Foundation qualification, or comparable project delivery experience, is also required. Experience with Power BI, data governance principles or public sector environments would be beneficial but is not essential.
