The IT Department at Milton Keynes University Hospital NHS Foundation Trust is a dynamic, ever-developing, forward-thinking group of people that strive to keep the Trust’s systems up to date and responsive to cutting-edge technologies, whilst ensuring staff at the Trust are supported to continue to deliver at the highest level.
We currently have an opening for an eCARE (EPR) Development Manager, focusing on the development of the Trust’s Electronic Patient Record (EPR) system called eCARE (Oracle Cerner Millennium). The successful post holder will have experience working in a healthcare environment, including the support of staff and direct hands-on experience in the development of Oracle Cerner Millennium solutions; they will be at the level of an Oracle Cerner “Integration Architect” or have equivalent experience.

The aim of this role is to define and manage the technical framework used by the eCARE and Back Office teams on an ongoing basis. Responsibilities include:
- Provision of expert level IT and eCARE technical and development services to the Trust.
- Specify, develop and maintain eCARE, requiring the use of expert level techniques and expert knowledge of the programming tools available.
- Ensure that a consistent and quality eCARE technical support service is provided to all users, which may require the identification and resolution of highly complex problems.
- Create and agree system specifications with Trust staff when necessary.
- Manage staff and their workloads on an ongoing basis.
- Guide, instruct and mentor all members of the eCARE Development team.

As a medium-sized general hospital, we provide a full range of general medical and surgical services, including a busy Emergency Department, Maternity, and Paediatrics. As the population of our city and surrounding areas continues to grow rapidly, we are expanding and enhancing our facilities to meet rising demand and improve access to care for all our communities.
Further investment is underway, including the construction of Oak Wards – a new ward block featuring two 24-bed wards – and the recently approved Women and Children’s Centre, set to open by 2030.
Management responsibilities include:
- Develop and maintain the eCARE Development strategy and align this to associated Trust and IT strategies.
- Ensure all team activity is governed and managed in line with current Trust policies and standard operating procedures.
- Prioritise development requests with business system sponsors ensuring that a healthy customer relationship is maintained at all times.
Development requires an expert level of knowledge of eCARE and must be fully conversant and have in-depth practical development experience using the toolsets available to the eCARE Development team as specified in the eCARE Development strategy. Responsibilities include:
- Design, code, test, build and maintain eCARE.
- Build, test, install and maintain functionality on behalf of the Trust using a variety of programming and application development tools.
- Responsible for all database development work.
Application Support and System Maintenance responsibilities include:
- Manage the application and system maintenance activities performed by the eCARE Development team to ensure that application availability is maximised, systems are robust, and data integrity is maintained.
- Ensure that database resources are routinely monitored and managed.
- Engage with the IT Technical Services Team on a regular basis to ensure system resilience is maintained.
- Act as the Trust’s eCARE Integration Architect (expert) requiring specialist knowledge of current and trending data integration standards, including messaging standards such as Health Level 7 (HL7) and Fast Healthcare Interoperability Resource (FHIR).
