Finance and Corporate Services Manager (PCN)

Financial leadership and management Lead and manage the finance function for The One Network Alliance.

Prepare annual statutory financial statements under UK GAAP for sign-off by external accountants and auditors, including supporting schedules, tax computations and disclosures as required.

Produce monthly management accounts, financial reports and analysis for senior leaders and the Board.

Lead all month-end and year-end financial processes.

Lead on budget setting, financial forecasting, cashflow management and long-term financial planning.

Undertake financial performance, income, expenditure and KPI analysis, identifying trends, opportunities and risks.

Oversee budget holders, providing support, challenge and advice to ensure effective budget management.

Provide strategic financial advice to the Clinical Director, Network Manager and Board on financial sustainability, investment decisions and organisational development.

Collaborate with member practices, GP Care Group and other partners to ensure appropriate budget allocations and management of PCN funding.

Liaise with commissioners, neighbouring PCNs and partner organisations regarding shared funding arrangements and collaborative programmes.

Administer banking arrangements and oversee payment runs and financial transactions.

Payroll and workforce Lead and oversee payroll and pensions processes, ensuring staff are paid accurately and on time and that all statutory obligations are met.

Work with managers to implement annual pay awards, contractual changes and workforce establishment changes.

Provide strategic oversight of workforce matters, ensuring effective people processes are in place across the organisation.

Support workforce planning and organisational development activities, including establishment reviews and recruitment planning.

Act as the organisational lead for workforce matters, working closely with managers, external HR advisers and partner organisations.

Act as a primary liaison with external HR providers ensuring appropriate advice is sought and organisational policies and procedures are implemented consistently.

Monitor workforce metrics and staffing costs, identifying trends, risks and opportunities for improvement.

Governance and Corporate Services Provide strategic support on corporate governance matters to senior leaders and the Board.

Develop and maintain appropriate financial regulations, internal controls and governance frameworks.

Ensure compliance with HMRC, Companies House, employment legislation and all other relevant statutory and regulatory requirements.

Support the development, review and implementation of organisational policies and procedures.

Maintain organisational risk registers and support effective risk management processes.

Support the Board and senior leadership team in identifying and mitigating organisational risks.

Business Development and Strategic Support Work with senior leaders on the development of contracts, sub-contracts, service level agreements and other contractual arrangements.

Support the preparation of business cases and financial appraisals for new services and initiatives.

Provide strategic financial planning and advice relating to staffing, taxation, capital expenditure and organisational sustainability.

Liaise with insurers and third parties to ensure appropriate organisational safeguards are in place.

Support Network team with the development of interactive spreadsheets and financial tools to support programme delivery.

Provide leadership and oversight of finance processes, ensuring effective performance, development and wellbeing across the function, and contribute to the development of a positive organisational culture across The One Network Alliance.

Undertake any other duties commensurate with the role and grade as required.
