Procurement Business Partner 6 month FTC

Hays are partnered with a reputable public-sector organisation in the heart of Liverpool to help recruit an experienced procurement specialist to join their growing team for an initial period of 6 months, with the potential for a permanent role thereafter.

Your new role

You will lead procurement activity across the full procurement life-cycle, from identifying requirements and engaging the market through to sourcing strategy development, tender management, evaluation, contract award and contract implementation.

Key responsibilities will include

  • Leading complex procurement projects from inception through to contract award on a broad variety of category areas.
  • Developing sourcing strategies and procurement documentation.
  • Managing tender processes and evaluation activities.
  • Providing commercial advice and procurement support to stakeholders.
  • Building effective relationships with suppliers and internal customers.
  • Undertaking market analysis, benchmarking and risk assessments.
  • Supporting contract management and supplier performance activities.
  • Producing reports and management information to support procurement planning and performance.
  • Driving continuous improvement across procurement processes and procedures.

Please note this role requires 1-2 days per week in the office in Liverpool.

  • What you'll need to succeed
  • Experience delivering end-to-end procurement exercises in the public sector.
  • Strong knowledge of public sector procurement legislation and best practice (PA23 / PCR2015).
  • Experience managing tender evaluations and contract awards.
  • A good understanding of category management and contract management principles.
  • Experience using e-procurement systems.
  • Excellent stakeholder engagement and relationship management skills.
  • Strong commercial awareness and negotiation skills.
  • The ability to manage multiple projects and competing deadlines.
