To provide strategic leadership for the design, development and delivery of the Group's Leadership, Talent and Workforce Capability agenda as part of the Learning, Development and Skills (LDS) Centre of Expertise. Working in partnership with senior leaders, Hospital People Teams and key stakeholders, you will shape and deliver innovative leadership, talent and workforce capability solutions that support the strategic ambitions of the University Hospitals of Liverpool Group and enable the delivery of outstanding patient care.

You will lead the development and implementation of evidence-based leadership and talent strategies, ensuring programmes, frameworks and interventions are aligned to organisational priorities, national policy and the NHS Leadership and Management Framework. As a trusted specialist, you will provide expert advice, challenge and support to senior leaders, driving leadership excellence, organisational capability and sustainable workforce development across the Group.

You will champion a consistent, inclusive and data-informed approach to leadership, talent and career development, helping to build future workforce capability and strengthen succession pipelines. Working collaboratively across organisational boundaries, the role will influence strategic workforce priorities, support transformational change and embed innovative approaches that enhance colleague experience, organisational performance and patient outcomes.

  • Lead the implementation of the NHS Leadership and Management Framework across the Group, embedding consistent leadership standards, development pathways and expectations.
  • Design, implement and continuously improve leadership, talent and workforce capability strategies that support organisational priorities, workforce transformation and future service models.
  • Develop structured leadership pathways spanning aspiring leaders, first-line managers, middle leaders and senior leaders, ensuring equitable access and measurable impact.
  • Lead the development of talent management, succession planning and career development approaches that strengthen organisational resilience and support our workforce ambitions.
  • Develop workforce capability frameworks that respond to emerging clinical, operational and digital workforce requirements.
  • Design and implement career pathways and professional development frameworks across both clinical and corporate staff groups.
  • Develop practical approaches to internal mobility, career conversations and talent pipelines, supporting colleagues to maximise development and progression opportunities.
  • Provide strategic consultancy, coaching and specialist advice to senior leaders and Hospital People Teams on leadership, talent and workforce capability.
  • Develop resources, toolkits and implementation guidance that enable consistent delivery across all hospitals within the Group.
  • Use workforce intelligence, evaluation and evidence to inform decision making, demonstrate return on investment and continuously improve leadership and talent interventions.
  • Build effective partnerships internally and externally to ensure the Group remains at the forefront of leadership and workforce capability practice.
  • Act as a subject matter expert, representing the Learning, Development and Skills function across Group programmes, governance forums and regional or national networks as appropriate.
