Horsham District Council is looking for a Developer Contributions Technician to join our friendly Development and Building Control team at Horsham District Council. As Developer Contributions Technician you will undertake the day-to-day administration and co-ordination of CIL requirements, including the timely issuing of CIL Liability Notices, Demand Notices and invoices, and the processing of CIL exemption and relief claim forms. In this important role you will undertake CIL liability calculations, taking account of exemptions, reliefs, abatements, surcharges, and interest where applicable, and seeking further information from applicants or colleagues as required.
You also will be required to maintain up-to-date and accurate database and documentation records for CIL and S106 matters, and those pertaining to planning conditions monitoring, Building Safety Levy and Biodiversity Net Gain monitoring, liaising with Finance, Land Charges and Legal Services Teams to ensure records are consistent and land charges recorded as required. The role will also involve monitoring and reporting on commencement and completion of developments with specific reference to compliance with any conditions attached to the granting of planning permission and S106 obligations.
Your role will also include:
- Undertaking research and responding to solicitor enquiries, Subject Access Requests (SAR), and Freedom of Information (FOI) requests in relation to enquiries regarding CIL, S106 compliance and planning conditions as necessary.
- Working with stakeholders, elected members and community groups.
You’ll be based in our modern offices in Horsham town centre, working as part of a supportive, knowledgeable and collaborative team. Once settled in there will be opportunities for some home working.
About you: We’re looking for someone who brings both technical knowledge and a collaborative approach. To succeed as Developer Contributions Technician, you will have:
- An understanding of the Community Infrastructure Levy, Section 106 agreements and relevant regulations.
- Strong numerical and data management skills, with confidence in carrying out detailed calculations accurately.
- Experience of using databases and IT systems to manage information.
- The ability to work to deadlines and manage detailed work, even in a busy environment.
- You will be someone who enjoys working with others, communicates clearly, and takes pride in delivering good outcomes for the community.
