The Public Sector Fraud Authority (PSFA) is the UK government's Centre of Expertise for the management of fraud and associated error against the public sector. It leads the Government's Counter Fraud Function, which brings together the c.16,000 people who work in ministerial departments and public bodies to fight fraud. The PSFA sits at the heart of government, reporting to HM Treasury and the Cabinet Office; sharing best practice across the public sector including devolved administrations and local governments.

The PSFA oversees, develops and operates the Government Counter Fraud Profession (GCFP). The GCFP builds pathways for counter fraud talent development across government. The GCFP team works with cross-sector experts to build training where there are identified gaps. It has established the GCFP Centre of Learning to deliver against the PSFA mandate for the GCFP learning delivery.
The Government Counter Fraud Profession comprises more than 9,000 members drawn from around 85 public bodies working to fight fraud across the public sector. The GCFP brings together individual and organisational learning from across the public sector, enabling us to take our next steps in the fight against the constant threat of fraud. The establishment of the GCFP and continued investment in counter fraud resources demonstrates the Government's commitment to finding and dealing with fraud across the public sector.
The Profession sets out to tackle fraud head on by committing to invest in this group of highly skilled people, who are at the forefront of protecting public services and fighting economic crime. By providing the standards, guidance and tools for GCFP members to develop their knowledge, skills and experience, we will not only ensure public sector organisations benefit from a common understanding of the skills needed to counter fraud, but also recognise those professionals who lead the fight. Through the empowerment of its members, throughout their careers, the community created around the GCFP will continue to grow and develop, to protect public services and fight economic crime.
As a GCFP Learning Specialist we are looking for an ambitious learning expert who is passionate about capability and improving the management of fraud in the public sector. They should share our desire to take innovative approaches to learning & development in new professional disciplines. They will be able to work across multiple organisations, both within the public sector and beyond and engage with stakeholders at a range of maturity levels with confidence. The role also includes working with a small team of counter fraud subject matter experts, management of a budget and contracts (e.g. for consultancy services).
Key deliverables and responsibilities of these posts will include:
- Delivery and development of learning programmes for Public Sector Counter Fraud professionals using subject matter expertise.
- Quality Assurance of third party delivered learning products against GCFP standards.
- Contributing to the GCFP's interaction with the wider counter fraud function regarding learning and development activity, including working closely with other parts of the public and private sectors to understand future requirements.
- Providing input into learning and development to increase functional capability in counter fraud, and developing/embedding assessment processes by which members can enter the GCFP.
- Promoting and supporting the strategic development of a learning plan/vision for all areas of the Government Counter Fraud Profession.
- Experience of developing learning products and the ability to lead and influence others as a learning and development expert.
- Designing and implementing new processes to provide 'quality mark' assurance of external training provision through third parties and/or awarding bodies.
- Working closely with the GCFP Board to enhance counter fraud capability across the public sector, including the development and implementation of new policies, assurance frameworks, learning pathways and continual professional development processes to meet GCFP standards.
- Duties within the scope of the grade and within the limits of their skill, competence and training.
- Travel, as required, to other locations in the United Kingdom including the PSFA locations currently Glasgow, London, Newcastle, York and Manchester will be required and learning delivery sites (e.g. Cranfield University).
