The Coventry and Warwickshire system has been working for several years to bring commissioning and service provision closer together, to improve collaboration across system partners. Aligned to this strategic ambition, Coventry and Warwickshire Partnership NHS Trust (CWPT) and Coventry and Warwickshire Integrated Care Board (ICB) are working in collaboration to support the strategic direction of all Age Mental Health, Learning Disabilities and Autism Individual Packages of Care (IPoC); most of which relates to Section 117 Mental Health Act after care, in terms of the Trust taking on greater responsibility with related budgets and functions.
The principle aims of this approach are implementing the best ways in which clinical commissioning and reviewing of packages of care functions could be aligned with financial risk, ownership and accountability to enable achievement of the end goals of better value, quality and personalisation.
We are looking for an enthusiastic, dynamic, self-lead individual to join our recently established Personalised Care Commissioning function, in a newly developed role to lead and drive our commissioning and contracting ambitions for individualised packages of care. The post holder will be a senior member of the Personalised Care Commissioning Directorate and will provide senior management and leadership to the directorate. They will work closely with colleagues within the Trust's senior leadership team, Integrated Care Board, Local Authorities, voluntary sector and people who have lived experience.
Key duties will be to:
- Designing and delivering the Trust's approach to contracting for these IPoC during and post transfer of the function from the ICB.
- Ensuring a sustainable, provider-led mental health contracting and commissioning function for IPoC that is high quality, person and outcome-focused, lawful, and financially sustainable.
- Lead on the development of the commissioning function and activities for IPoC across all age pathways to ensure robust processes are in place to enable the effective use of resources to meet the needs of our population now and into the future.
- Think and plan strategically, tactically and creatively, and prioritise work programmes in the face of competing demands, including an evidenced approach to commissioning and procurement.
