We are seeking a Quantity Surveyor (QS) to support the Commercial Manager in delivering effective commercial and cost management across the full lifecycle of projects within the Critical Security Infrastructure (CSI) Programme. The role is responsible for ensuring robust cost planning, contract administration, financial governance, commercial assurance, and compliance with NEC contractual obligations.
Job Description
Working collaboratively with Project Managers, suppliers, and key stakeholders, the successful candidate will provide commercial insight, manage risk, support value-for-money delivery, and maintain transparency in financial performance across security infrastructure projects, enabling works, asset replacement programmes, and associated installations within the Critical Security Infrastructure (CSI) Programme.
Key Responsibilities
- Undertake quantity take-offs and measurement of drawings, specifications, and project documentation to support estimating, cost planning, tendering, and commercial assurance activities.
- Prepare cost estimates, pricing models, commercial assessments, and supplier pricing using schedules of rates.
- Prepare and issue tender documentation, review returned tenders, and provide commercial recommendations.
- Liaise with Project Managers, suppliers, stakeholders, and other key stakeholders to obtain approvals and support project delivery.
- Maintain cost control, forecasting, budget monitoring, expenditure tracking, and commercial reporting throughout project delivery.
- Prepare valuations, applications for payment, assess completed works, and issue payment certificates to suppliers.
- Administer NEC contracts, including Compensation Events, change control processes, activity schedules, contractual correspondence, and commercial governance requirements.
- Manage commercial risks, supplier applications, invoices, final accounts, and project close-out activities to ensure contractual and financial obligations are completed.
Professional and Personal Competencies/Qualifications
Skills & Experience
- Demonstrable experience in Quantity Surveying, cost management, estimating, valuations, forecasting, and commercial reporting across the project lifecycle.
- Proven ability to undertake quantity take-offs, measure drawings, prepare cost estimates, and develop pricing models from technical specifications and project documentation.
- Strong understanding and practical application of NEC3/NEC4 contracts, including Compensation Events, Early Warning Notices, activity schedules, and change control.
- Experience preparing, evaluating, and negotiating tenders, subcontract packages, and supplier proposals.
- Strong commercial and financial management skills, including cost control, forecasting, accruals, final accounts, and profitability management.
- Ability to interpret architectural, M&E, security systems, and construction drawings to identify commercial risks, opportunities, and cost implications.
- Experience using CEMAR or similar contract management systems.
- Advanced Microsoft Excel skills with the ability to analyse and present commercial data effectively.
- Experience working within Facilities Management, construction, engineering, lifecycle, or capital projects environments.
- Good understanding of procurement processes, commercial governance, and contract compliance requirements.
- Strong communication, negotiation, stakeholder management, analytical, and commercial skills.
Qualifications
- Degree, HNC, HND, or equivalent qualification in Quantity Surveying, Commercial Management, Construction Management, or a related discipline.
- CSCS Professional/Managerial Card, or willingness to obtain one.
- Must hold full UK driving licence (car/car allowance provided).
