Hays are delighted to be working in partnership with a local council to recruit an experienced Project Manager to support the delivery of major transport and infrastructure initiatives associated with the city's Sports Quarter programme.

This is an exciting opportunity to play a pivotal role in a high-profile regeneration and transport programme, working alongside senior stakeholders, delivery partners, consultants, and specialist teams to ensure projects are successfully progressed through key development and delivery stages.

The Role

As Project Manager, you will provide day-to-day project management support across a range of Sports Quarter transport interventions.

You will be responsible for coordinating project activities, managing consultants, tracking delivery progress, supporting business case development, and ensuring effective stakeholder engagement throughout the project life cycle.

You will work closely with the Delivery Planning Lead, Project Sponsor, and Head of Delivery to provide a joined-up service and help drive successful project outcomes.

Key Responsibilities

  • Project Management & Delivery Support
  • Monitor progress against project plans and milestones, proactively following up on actions to ensure delivery remains on track.
  • Coordinate activities across multiple teams and manage project interfaces.
  • Support the development, coordination, and updating of business cases, including Metro-related transport interventions.
  • Assist in scoping consultancy requirements and managing consultant inputs and outputs.
  • Review consultant deliverables and support interpretation of technical outputs for wider project use.
  • Work collaboratively with the Delivery Planning Lead to provide seamless support to the Project Sponsor and Head of Delivery.
  • Provide wider project support across the Sports Quarter programme as required.
  • Maintain accurate action logs, project trackers, and governance documentation.
  • Coordinate consultant outputs and ensure they contribute effectively to business cases and project deliverables.
  • Develop and maintain stakeholder engagement plans and objection management plans.
  • Support the production and updating of business cases.
  • Maintain risk and issue registers with clear ownership and mitigation actions.
  • Coordinate project meetings, record actions and follow-up activity.
  • Support the development of benefit realisation plans alongside key programme stakeholders.
  • Ensure stakeholder engagement and objection management records are up-to-date.

About You

Essential Experience & Skills

  • Proven experience in a Project Manager or Project Support role within infrastructure, transport, regeneration, or a similar environment.
  • Experience of SAF assurance processes, including supporting assurance reviews, gateways, and governance requirements.
  • Experience working with Transport and Works Act Orders (TWAO), including consultation, development, or objection management activities.
  • Strong organisational skills with the ability to manage multiple priorities and follow actions through to completion.
  • Experience coordinating a range of stakeholders, delivery partners, and external consultants.
  • Good understanding of project governance, risk management, and document control processes.
  • Excellent written and verbal communication skills.
  • Experience working on transport or Metro-related projects.
  • Knowledge of public sector programmes, business case development, and procurement processes.
