The post holder will provide subject matter expertise to support our Primary Care teams in making best use of data and analytics in the delivery of our Primary Care Support Programme with a particular focus on using the Apex system to support Quality Improvement. Please note, this role is based Sussex Wide.

Main duties of the job

The post holder will lead the design of a coherent approach to support the use of data across Integrated Care Teams (ICTs), Primary Care Networks (PCNs) and practices, working with the ICB analytical teams, QI leads and practices to make the best use of available data. The role will operate with a high level of autonomy, influencing system partners and providing expert advice to senior clinical, operational and commissioning leaders.

Job responsibilities

Primary duties and areas of responsibility

  • Strategic Data Leadership
  • Lead the development and implementation of a Sussex-wide data and analytics strategy for the programme.
  • Provide expert advice on data matters to senior stakeholders including PCPC and ICB leadership.
  • Influence system-wide approaches to data standardisation and data sharing across primary care.
  • QI & Improvement Data Enablement
  • Provide senior analytical leadership to underpin ICT-level Quality Improvement (QI) plans.
  • Ensure that unwarranted variation is identified and addressed through robust, comparable data.
  • Oversee the production of standardised dashboards for priority areas, including:
  • Advice and Guidance
  • CVD prevention
  • SMI annual health checks
  • Learning disability and autism health checks
  • Diabetes care
  • Respiratory care
  • Act as senior programme lead for the strategic use of APEX across ICTs.
  • Work with ICB and Apex teams to understand existing utilisation and support.
  • Influence and enable adoption of APEX at practice and ICT level.
  • Lead the development of ICT-level dashboards and reporting derived from APEX.
  • Oversee and promote appropriate data sharing with the ICB.
  • Provide training (including train the trainer in making best use of data).

    • Establish and oversee processes to improve data quality, timeliness and consistency.
    • Provide senior-level assurance that published data is fit for purpose.
    • Ensure compliance with information governance, GDPR and NHS policies.
    • Capacity Building & Professional Leadership
    • Provide expert support and mentoring to QI Leads and operational teams in the interpretation of data.
    • Develop guidance, standards and training materials to improve data literacy across the system.
    • Work in partnership with Qualitas, aligning data outputs with QI methodologies and tools.
    • System Working & Influence
    • Work closely with ICB analytics teams to resolve issues relating to out-of-date BI packs and fragmented data sources.
    • Lead work to rationalise multiple data sources into coherent and prioritised insight for operational use.
    • Represent the programme at system and regional forums as the senior data and analytics lead.

    Person Specification

    • Qualifications
    • Degree in a relevant field (e.g. data science, health informatics, analytics, or a related field) or equivalent professional experience.
    • Evidence of continuous professional development (CPD) in analytics, quality improvement (QI), or health informatics.
    • Masters level qualification or equivalent senior experience in data science, health informatics, analytics, or a related field.
    • Skills and Knowledge
    • Strong understanding of primary care data, NHS data standards and performance frameworks.
    • Advanced analytical and reporting capability (e.g. SQL, Power BI, Excel, Python or equivalent).
    • Experience designing and assuring dashboards and insight products for operational and improvement use.
    • Sound knowledge of information governance, GDPR and data quality assurance in an NHS context.
    • Familiarity with structured QI methodologies and improvement partners.

    • Experience working across organisational boundaries within the NHS (e.g. ICB, IC, PCN, federation or system-level programme).
    • Demonstrable experience using data to support Quality Improvement, population health or service transformation.
    • Proven ability to influence and advise senior clinical, operational and commissioning stakeholders.
    • Experience of working with APEX or similar primary care analytics platforms.
    • Experience supporting Integrated Care Teams (ICTs) or neighbourhood-based improvement models.
    • Experience developing data capability or data literacy across multidisciplinary teams.
