About the Role
Allen & York are excited to be partnering with Blackburn & Darwin Borough Council in the recruitment of this exciting new role in their Environmental team. To effectively and efficiently manage, develop and plan for the future, specified service activities including green spaces, amenities, arboriculture, play areas, enviro crime, pest control, dog control, cemetery crematorium & bereavement services, street cleansing, fly tipping and bulky waste removals throughout the Borough, ensuring effective co-ordination, safe working and delivery of services at all levels in compliance with the Council's and Department's policies and procedures.
Specification
- To manage the statutory requirements for the Street scene services, including the development and delivery of the Council's public open space strategy, play provision strategy, burial and cremation strategy, Enviro crime strategy and Enforcement Policy.
- Deputise for the Service Lead Environmental Operations when required.
- To be an integral part of the wider management team working collaboratively with colleagues across other departments on strategic and operational matters.
- Assist the Head of Environment, and the Service Lead Environmental Operations with delivering the commercialisation and objectives of efficiency, service improvement and culture change.
- Manage change, performance, provide direction to staff and support the development of the Street scene team and the workforce within it.
- To effectively contribute as a key member of the Environment and Public Protection Division with the intention of providing efficient and effective services.
- Assist the Service Lead Environmental Operations and the Head of Environment with the management of budgets.
- Work pro-actively with local communities, partners and other stakeholders in the delivery of efficient and effective street scene services.
- Ensure service provision is to the highest quality and in accordance with specifications and in compliance with the Health and Safety and Work Act and other relevant safety legislation.
- Effectively lead a team of professionals who carry a caseload of complex statutory legislative cases in accordance with Blackburn with Darwen Council Policies and statutory legislation to ensure the provision of a cohesive and high functioning service.
- Manage the budgetary spending of the numerous Street scene related budgets, ensuring that the financial viability of the service is maintained.
- Responsible for developing and implementing commercial opportunities to ensure that income targets are achieved for Street scene services, which requires commercial management acumen and an ability to identify and take advantage of opportunities to generate additional income by developing existing offers and seeking out new initiatives.
Person Specification
- Relevant experience of working within the street scene industry.
- Ability to build and maintain effective working relationships with key people both internally and externally.
- Excellent written and verbal communication and interpersonal skills (including report writing).
- Excellent process mapping skills.
- Proficient in Word, Excel, PowerPoint, GIS and Project is essential.
- Proficient in problem solving and managing multiple projects at any one time.
- Capable of carrying out site inspections and producing inspection/quality reports.
- Capable of leading and managing staff.
- Capable of effectively managing budgets.
- Having a "can do" approach and capable of finding innovative approaches to problem solving.
