Title: Head of Value Work Stream

In this role you will play a critical part in the Digital Delivery leadership team, overseeing the planning, management, and continuous improvement of delivery to meet diverse user needs, while aligning with strategic objectives.
You will be accountable for the Value stream realising the outcomes it sets out to deliver, orchestrating the work of Product owners and delivery teams. Each Value Stream includes all relevant products and programmes and will be supported by multi-disciplinary teams that maintain, enhance, and transform Parliament’s technology, data, infrastructure, software, applications, and business processes through agile methodologies.
Key Responsibilities
- Own all product and programme delivery within a Value Stream, planning capacity and resourcing allocations, supporting teams and individuals to deliver, and working to swiftly remove blockers.
- Ensures alignment with the overarching Value Stream strategy, driving strategic priorities and delivery of value.
- Maintaining a healthy, supportive, and stimulating working environment across the Value Stream and the Digital Delivery team as a whole, building a culture that enables efficient and effective delivery through empowered teams in line with agile principles.
- To build and maintain effective working partnerships at all levels with both stakeholders who have strategic responsibility for their Value Stream, and those with operational responsibility for product-level ownership.
- Overseeing commercial relationships with third party partners operating within the Value Stream, ensuring good practice adherence to supplier management and performance monitoring.
- Continuously improve efficiency and effectiveness across the Value Stream by fostering a culture of measurement and accountability within product teams, ensuring transparency, and enabling adaptive processes.
In addition to leading their respective value stream, this role is expected to act as an agile coach across value streams – systematically supporting teams, leaders, and stakeholders in adopting and continuously improving agile ways of working.
The Successful Candidate:
- Experience of leading a large, diverse, matrix-managed team, empowering and motivating people through inclusive, considered decision-making.
- Ability to set objectives and make decisions at the appropriate time, considering the needs of the situation, priorities, constraints, and the availability of necessary information, while understanding the needs of the internal or external customer and keeping them in mind when taking actions or making decisions.
- Excellent understanding of agile methodologies and experience in their use, as well as a very good understanding and experience of public sector procurement and management of third-party supplier relationships.
- Understand the psychology of teams and can demonstrate building healthy, high-performing teams. Work inclusively and role model the Digital Service values in all you do, acting as a leader, coach and mentor across the team.
