NEC4 Supervisor M&E (Electrically biased)

Location: BAE, Rochester, ME1 2XX

Part time onsite (08:00 to 18:00 on days required – 2 days per week)

Rate: £450 - £600 p/d

Duration: 3 months

The specialist Mechanical and Electrical (M&E) NEC4 Supervisor is responsible for carrying out the duties of the Supervisor as defined within the NEC4 Engineering and Construction Contract (ECC), specific to the M&E elements of the Scope. The role ensures that the works are constructed in accordance with the Scope, specified quality requirements, contractual obligations, and applicable standards. The Supervisor acts impartially in administering the contract and provides assurance that materials, workmanship, testing, and completed works comply with project requirements.

Key responsibilities:
  • Perform the duties and exercise the powers of the Supervisor under the NEC4 contract.
  • Administer contractual processes relating to inspections, tests, defects, and quality compliance via CEMAR.
  • Maintain records required under the NEC4 contract.
  • Provide notifications and responses within contractual timescales.
  • Support the Project Manager in contract administration and project delivery.
Quality Assurance & Compliance
  • Monitor construction activities to ensure compliance with the Scope, specifications, standards, drawings, and statutory requirements.
  • Review and witness inspections, testing, commissioning, and quality assurance activities.
  • Verify that materials and workmanship meet contract requirements.
  • Assess corrective actions and confirm close-out of quality issues.
Inspection and Testing
  • Undertake regular site inspections and audits.
  • Witness hold points, inspections, factory acceptance tests (FATs), site acceptance tests (SATs), and commissioning activities.
  • Instruct tests and inspections as permitted under the contract.
  • Review test results and quality documentation submitted by the Contractor.
Defects Management
  • Identify and notify defects in accordance with NEC4 procedures.
  • Maintain the defects register.
  • Monitor and verify completion of remedial works.
  • Provide recommendations regarding defect correction and acceptance.
Health, Safety and Environmental Compliance
  • Promote a positive health, safety, and environmental culture.
  • Monitor compliance with project HSE requirements.
  • Report unsafe practices and support corrective actions.
  • Participate in site safety inspections and investigations where required.
Stakeholder Management
  • Liaise effectively with the Project Manager, Contractor, Client representatives, designers, regulators, and other stakeholders.
  • Attend contract, progress, quality, and coordination meetings.
  • Provide clear and timely communication on quality and compliance matters.
Documentation and Reporting
  • Maintain accurate records of inspections, defects, tests, and site observations.
  • Produce weekly and monthly reports on quality performance and compliance.
  • Ensure contractual documentation is maintained and auditable.
  • Support project audits and assurance reviews.
Qualifications/Experience:
  • Degree, HNC, HND, or equivalent qualification in Engineering, Construction, Project Management, or related discipline.
  • NEC4 ECC Supervisor Accreditation or demonstrable NEC4 Supervisor experience.
  • Relevant construction industry certification (e.g., CSCS, SMSTS, SSSTS where applicable).
  • Full driving licence.
  • Minimum 5 years experience in construction, infrastructure, engineering, utilities, manufacturing, or industrial projects.
  • Experience administering NEC3 or NEC4 contracts.
  • Demonstrated experience of site inspection, quality assurance, and defects management.
  • Experience working on major capital projects.
  • Experience on large-scale infrastructure, factory construction, energy, transportation, or data centre projects.
  • Experience within collaborative contract environments.
