We're working with a leading housing organisation that is looking to appoint an experienced Senior Mobilisation Manager to lead complex mobilisation and demobilisation programmes across its Property Directorate. Reporting to the Head of Property, you'll provide senior leadership and assurance across multiple concurrent mobilisation programmes, helping to shape how major property services are transitioned, transformed and embedded.

If you are someone who enjoys bringing structure to complex programmes, managing significant operational risk and working across multiple stakeholders to turn strategic plans into successful operational delivery, this is an opportunity to take a senior position within a major Property function and play a central role in shaping how critical services are transitioned and delivered.

Responsibilities

You'll lead the end-to-end mobilisation and demobilisation of complex property services, ensuring every transition is properly planned, governed and operationally ready. Key responsibilities will include:

  • Providing strategic leadership across mobilisation and demobilisation programmes.
  • Overseeing multiple complex and high-risk transitions simultaneously.
  • Developing robust mobilisation plans, governance structures, critical paths and risk frameworks.
  • Acting as a senior escalation point for issues affecting service delivery, compliance, commercial performance or reputation.
  • Ensuring continuity of repairs, maintenance, compliance and investment services throughout transition.
  • Working closely with Procurement, Commercial, Finance, HR, Legal, Technology and operational teams.
  • Providing senior oversight of contract mobilisation, supplier onboarding and exit activity.
  • Managing commercial governance, budgets, cost control and value for money.
  • Providing strategic oversight of TUPE and workforce transition activity.
  • Ensuring data, systems and digital platforms are ready to support new and transitioning services.
  • Establishing effective KPI, SLA and performance frameworks from contract inception.
  • Leading assurance and governance reporting for senior stakeholders.
  • Working closely with suppliers and partners to drive accountability and successful delivery.
  • Supporting customer and resident communication throughout major service transitions.
  • Capturing lessons learned and continuously improving the organisation's mobilisation approach.
What We're Looking For

We're looking for an experienced mobilisation or transformation professional who has successfully delivered complex service transitions within property, housing, facilities management, infrastructure or another operationally critical environment. You'll ideally have:

  • Extensive experience leading complex mobilisation and/or demobilisation programmes at scale.
  • A strong track record operating at senior level within property services, asset management or a similar environment.
  • Strong commercial understanding across contract management, procurement and financial governance.
  • Experience managing and influencing senior stakeholders.
  • Excellent programme leadership, risk management and assurance skills.
  • Practical experience managing TUPE transfers and workforce transitions.
  • Experience working within regulated, customer-facing environments.
  • The ability to manage multiple programmes, stakeholders and competing priorities simultaneously.

The role profile identifies social housing, responsive repairs, voids, planned works, compliance, re-procurement, insourcing and service transformation as desirable areas of experience.

Interested? If you've led complex property service mobilisations and are looking for a senior interim assignment where you'll have genuine influence over delivery, I'd be happy to have a confidential conversation. Even if this particular role isn't right, it's still worth getting in touch. Panoramic Associates works across social housing, property, asset management, compliance and transformation, so there may be another assignment that fits your experience better.
