About The Role:

We are looking for an organised, detail-focused and commercially aware Pre Construction Manager to lead our tendering and bid submission process across a range of construction projects. This role would suit someone with experience in construction bids, estimating, commercial management or pre-construction who is confident managing multiple tenders and coordinating input from different teams.

The role will focus on five key areas:

  • Opportunity triage - reviewing PQQs and ITTs to assess whether opportunities are commercially viable and aligned with company objectives
  • Proposal development - managing the preparation, writing and submission of high-quality bid documents
  • Stakeholder coordination - working with internal teams to gather technical, operational and commercial information
  • Risk & compliance - identifying risks and ensuring all submissions meet client and procurement requirements
  • Post-bid review - driving continuous improvement through structured feedback and lessons learned

Main Duties:

  • Review PQQs and ITTs to assess suitability and make bid/no-bid recommendations
  • Lead and manage the full bid process from initial enquiry through to submission
  • Coordinate input from project managers, estimators, commercial teams and operational staff
  • Write, edit and refine bid responses to ensure clarity, consistency and alignment with client requirements
  • Prepare supporting documentation, including case studies, programmes, methodologies and pricing narratives
  • Ensure all submissions are compliant with tender requirements, specifications and procurement processes
  • Identify commercial, contractual and operational risks and highlight these to senior management
  • Manage bid timelines, ensuring all deadlines are met without compromising quality
  • Maintain bid libraries, templates and supporting documentation
  • Liaise with clients where required during the tender process
  • Lead post-bid reviews and debriefs to improve future submissions
  • Support continuous improvement of bid processes, systems and standards
  • Manage current Estimator & Bid Writer

About you:

We are looking for someone who is organised, commercially aware and confident managing multiple tenders in a fast-paced construction environment. You must be able to bring structure to the bid process, communicate clearly with internal stakeholders and produce high-quality written submissions. You may come from one of the following backgrounds:

  • Bid Manager or Bid Coordinator
  • Estimator or Commercial professional
  • Pre-construction or Proposals role
  • Project Manager with tendering experience
  • Construction, refurbishment, maintenance or social housing background

Essential Requirements:

  • Experience working within construction, repairs, refurbishment or related sectors
  • Proven experience managing or supporting tender and bid processes
  • Strong written communication and document preparation skills
  • Good understanding of PQQs, ITTs and procurement procedures
  • Ability to manage multiple deadlines and prioritise workload effectively
  • Strong organisational and coordination skills
  • Commercial awareness and ability to identify key risks
  • High attention to detail and accuracy
  • Good IT skills, including Microsoft Office (Word, Excel, PowerPoint)
  • Confident working with multiple stakeholders across different departments

Desirable Requirements:

  • Experience in insurance repairs, social housing or local authority frameworks
  • Knowledge of public sector procurement processes
  • Experience using bid management or document management systems
  • Understanding of construction methodologies, pricing and programme planning
  • APMP qualification or similar (desirable but not essential)
