Are you an experienced Proposal Engineer, Project Engineer or Estimating Engineer with a background in oil and gas, petrochemicals, power generation or major industrial construction projects? We are recruiting for a technically strong and commercially aware Proposal Engineer to join a newly established Construction team within a global field services division. This is a varied role combining proposal development, engineering, estimating and hands-on site surveys. You will turn complex customer requirements and real site conditions into clear, technically robust and commercially competitive project proposals.
You will work with world-class engineering teams, international customers and specialist contractors on safety-critical combustion and environmental projects across Europe and the Middle East.
The Opportunity
As Proposal Engineer Construction, you will take ownership of technical and commercial proposals for the installation, upgrade and refurbishment of equipment including:
- Industrial burners
- Flare systems
- Incinerators
- Combustion and environmental control systems
- Associated mechanical, civil and electrical infrastructure
You will interpret customer specifications, drawings and project requirements before working with engineering, procurement, project management and external contractors to define the scope, methodology, programme and cost of each project. The position will be based near Stamford and will involve travel throughout the EMEA region to undertake site surveys, equipment assessments and constructability reviews.
Key Responsibilities
- Preparing detailed technical and commercial proposals for fired-equipment construction and installation projects
- Reviewing customer specifications, engineering drawings, P&IDs, layouts and tender documentation
- Developing accurate cost estimates across mechanical, civil, electrical and instrumentation disciplines
- Producing installation methodologies, execution strategies and proposal-level project schedules
- Conducting site surveys and equipment assessments throughout Europe and the Middle East
- Identifying access restrictions, installation constraints, interfaces and local site requirements
- Working with local contractors to obtain budget pricing for construction and installation activities
- Producing detailed survey reports and clearly defined scopes of work
- Supporting technical clarifications, pre-bid meetings and customer presentations
- Maintaining proposal documentation, commercial assumptions and cost build-ups
- Supporting the handover of successful proposals into project delivery
- Helping improve proposal templates, estimating tools, cost databases and overall win rates
About You
You may currently be working as a:

You will ideally bring:
- A degree in Mechanical Engineering, Chemical Engineering, Construction Engineering or a related discipline, or equivalent industry experience
- Experience within oil and gas, petrochemicals, power generation, energy or heavy industrial engineering
- Previous involvement in fired equipment, combustion systems, process plant or industrial installation projects
- Experience preparing technical and commercial proposals, tenders or project estimates
- A good understanding of mechanical, civil, electrical and instrumentation installation activities
- The ability to interpret engineering drawings, P&IDs, layouts and technical specifications
- Strong written communication and technical report-writing skills
- Commercial awareness and the ability to produce accurate, clearly structured proposals
- A full UK driving licence
- The flexibility to travel internationally by air, road, boat or helicopter when required
- Direct experience with burners, flares or incinerators would be highly valuable, although applications are also welcomed from engineers with strong transferable experience in industrial construction, process plant, EPC, shutdown, installation or energy projects.
