Role description: Development Officer
You will work to the Head of Greenwich Builds, the Councils housing delivery team, and be responsible for supporting, developing and delivering elements of the exciting housing delivery programme. You will work closely with the Greenwich Builds team plus senior officers in Regeneration, Housing, Property, Legal, Procurement, and Finance departments.
This will include work on specific projects, from inception to completion, including procuring consultants and contractors/developers, navigating the design and planning process supporting commercial negotiations with contractors, developers and other interested parties.
You will also be involved supporting the handover of schemes to the Councils Housing service, including resident liaison.
Specific Role Accountabilities: Development Officer
- Devise, steer and deliver existing housing delivery projects and programmes, and establish new housing delivery projects and programmes.
- Support the Greenwich Builds Housing Delivery function, in particular to be responsible for specific development projects, ensuring value for money and the effective use of Council assets.
- Work with existing Resident Liaison Officers within the team to manage handovers and resident engagement
- Assisting existing Project Managers with Handovers, Tenancy liaison and during Defects Liability Period
- Partnership working and stakeholder engagement with other Council services such as Housing Services, as well as residents, Tenants and Resident Associations, Resident Steering Groups, landowners, businesses, developers, community groups and other local organisations to identify and deliver Housing Delivery projectsthat maximise opportunities for residents, promote social inclusion and improve peoples quality of life.
- Deliver ongoing and demonstrable improvements in access to services for our residents.
- Support and deputise for Greenwich Builds team members
Skills and experience: Development Officer
- Broad engagement experience i. Residents / consultations ii. Design teams & Contractors iii. Internal Housing, Tenancy and other teams
- Basic knowledge of construction requirements within a Local Authority setting, specifically housing
- A detailed understanding of funding and regulatory requirements
- Experience of site acquisition
- Experience using scheme viability software for site appraisal
- Experience of project monitoring and reporting
- Experience of Handovers and Defects Liability Period management
- Contractor and Employers Agent liaison experience
- Good communication skills; written and especially verbal
- Ability to deal with challenging situations contractors and especially residents
