Non-Executive Board Member in Cardiff

Yolk Recruitment has been appointed as the Executive Search Partner to the Welsh Revenue Authority for this important Board appointment. The Welsh Revenue Authority (WRA) is entering an exciting new chapter, and we are seeking up to two Non-Executive Board Members to help shape its future. Since its establishment in 2018, the WRA has collected more than £2.7 billion in Land Transaction Tax and Landfill Disposals Tax, raising vital revenue that directly supports public services across Wales.

Now, as its responsibilities expand to include the National Register for visitor accommodation providers and the delivery of a Visitor Levy, the organisation is evolving into a broader services-based organisation.

About the Welsh Revenue Authority

The WRA is a non-Ministerial Welsh Government department, providing independence in its operational decision-making while working closely with Welsh Government, taxpayers, businesses and partners across Wales. The Opportunity

As a Non-Executive Board Member, you will play an important role in providing strategic leadership, constructive challenge and assurance as the WRA develops. Working collectively with the Chair, Chief Executive, Executive Members and fellow Non-Executives, you will:

• Provide strategic leadership, vision and direction
• Scrutinise performance and seek assurance that organisational objectives are being achieved
• Support and constructively challenge the WRA leadership team
• Provide support through periods of organisational change
• Bring an external perspective and horizon-scan for emerging risks and opportunities
• Challenge openly and constructively, with integrity and independence
• Contribute to a positive and inclusive Board culture
• Develop strong relationships with Welsh Government and wider stakeholders
• Help ensure the WRA continues to operate with strong governance, effective risk management and appropriate assurance

Who are we looking for?

We are keen to hear from people with experience or insight in one or more of the following areas:

• Digital transformation, cyber security or AI
• The political landscape in Wales
• Tourism
• The UK tax landscape

You do not need previous Board experience to apply. The WRA is particularly interested in hearing from individuals operating at a strategic level who are looking to bring their experience into a Non-Executive Board environment for the first time.

You will need to demonstrate:

• Strategic thinking and the ability to identify emerging risks and opportunities
• The ability to analyse and interpret complex financial and management information
• Strong governance, risk management, audit or assurance experience
• The confidence to provide constructive challenge
• Strong interpersonal and communication skills
• The ability to develop positive and effective working relationships
• The highest standards of personal integrity
• A commitment to equality, diversity and inclusion
• A commitment to the WRA's values of innovation, collaboration and kindness

Welsh language skills are desirable but not essential. The WRA is committed to becoming an increasingly bilingual organisation and supports its people, including Board Members, to develop their Welsh language skills.

Appointment Details

• Up to four years (initial appointment)
• 2-3 days per month, with flexibility where possible
• £309.75 per day, pro rata
• A mixture of online and in-person meetings, generally in Cardiff and Merthyr Tydfil
