Location: This role will initially be based in Bradford but we are moving our office to Leeds Valley Park in summer 2026, so you will be based there in the future - Hybrid Working (2/3 office a week Bradford/Leeds).

Work type: Permanent, 37 hours per week, Monday to Friday.

We have an exciting opportunity for a Control of Works Officer to join the Major Projects team at Yorkshire Water and be a part of helping Yorkshire Water to provide the best service to our customers.

The Major Projects team are a key part of how we plan to meet the changing expectations of customers and regulators.

As the team's Permit-to-Work specialist, you'll ensure high-risk activities are planned and carried out safely by reviewing risk assessments and method statements, identifying hazards, implementing appropriate controls, and managing the permit-to-work process. Working closely with project teams, contractors and operational colleagues, you'll help shape the safe delivery of complex projects from development through to execution, making a real impact on Yorkshire Water's future infrastructure investment programme.

Where you fit in: As our Control of Work Officer, you will:

• Promote and lead a positive health, safety and wellbeing culture across all activities.
• Ensure compliance with health, safety and environmental policies, procedures and Life Saving Rules.
• Challenge unsafe behaviours and intervene where there is a risk to people, assets or operations.
• Manage and deliver permits within programme timescales to support successful project delivery.
• Take ownership of Control of Work processes, ensuring risks are effectively identified, assessed and managed.
• Produce and manage Site Access Authorisations, permits and handovers in consultation with site operators and stakeholders.
• Conduct site inductions and communicate site-specific hazards, restrictions and safety requirements.
• Provide technical and operational support in the management of incidents, hazards and near misses.
• Ensure all incidents, hazards and safety concerns are reported and escalated appropriately.
• Support safe delivery of high-risk and hazardous activities through effective planning, coordination and supervision.
• Verify that all personnel are appropriately trained, competent and authorised for the tasks they undertake.
• Coach, mentor and support new Permit Writers through their training and sign-off process.
• Ensure all equipment is fit for purpose, maintained, tested and used by trained personnel.
• Build strong working relationships with internal teams, contractors and stakeholders to support safe and efficient operations.
• Liaise with contractors and escalate performance or compliance concerns where necessary.
• Maintain accurate communication across teams, including standby and escalation arrangements.
• Develop and maintain strong technical knowledge of water assets and their safe operation.
• Use corporate safety systems and SAP-based systems effectively and accurately.
• Proactively manage workload and priorities to support programme delivery objectives.
• Champion environmentally responsible working practices and consider environmental impacts in all activities.
• Identify opportunities for continuous improvement in safety, processes and ways of working.

What skills & qualifications you will need:

• Strong communication, influencing and stakeholder management skills.
• Proactive, organised and able to prioritise a varied workload.
• Adaptable problem solver with a strong sense of ownership and accountability.
• Strong health and safety knowledge, including Control of Work, COSHH, LOLER and Confined Space procedures.
• Previous experience preparing and reviewing Risk Assessments, Method Statements and Safe Systems of Work.
• Knowledge of safe isolation, hot works, DSEAR and excavation risks.
• Competent in the use of IT and business systems.
• Experience working in a regulated, operational or safety-critical environment.
• Proven ability to deliver against targets and KPIs.
• Hold a full UK driving licence.
• Confined Space and Asbestos Awareness training is desirable.
• Coaching or mentoring experience would be desirable.
