CPC Consulting are partnering with a London Local Authority to appoint an experienced Head of Facilities Management & Capital Projects to lead the strategic delivery of Facilities Management, property asset maintenance, compliance and capital projects across a diverse operational estate.
This is a senior leadership role responsible for driving the Council's FM strategy, governance and operational performance, ensuring that all corporate properties are safe, compliant, well-maintained and fit for purpose whilst delivering value for money and supporting the Council's wider corporate objectives.
The Role Reporting into the Deputy Director of Finance & Property, you will provide strategic leadership across Facilities Management, building compliance, contract management, asset maintenance and capital project delivery.
You will oversee the development and implementation of FM strategies, governance frameworks and operational plans, ensuring all facilities services are delivered effectively across the Council and its partner organisations.
You will also play a key role in driving sustainability initiatives, energy efficiency programmes and Net Zero objectives through lifecycle maintenance and asset improvement projects.
Key Responsibilities Lead and manage the Council's Facilities Management strategy and operational delivery.
Develop and implement governance frameworks, policies and procedures across FM services.
Oversee the management, maintenance and compliance of the Council's property assets.
Ensure all statutory inspections, risk assessments and remedial works are completed in accordance with legislative requirements.
Develop and implement effective FM arrangements across all Council and partner-occupied premises.
Lead contractor management, procurement activities and supplier performance reviews.
Ensure all FM contracts deliver value for money, quality and compliance.
Oversee lifecycle maintenance programmes and asset improvement initiatives.
Lead FM-related energy projects and support the Council's Net Zero and carbon reduction agenda.
Develop long-term maintenance and asset management plans.
Monitor contractor performance against agreed KPIs, budgets and service standards.
Present strategic reports, recommendations and advice to senior officers, elected members and key stakeholders.
Support the Deputy Director of Finance & Property with property-related matters requiring strategic input and decision-making.
About You To be successful in this role, you will be an accomplished FM and property professional with extensive experience leading facilities management services across complex, multi-site estates.
You will possess a strong understanding of compliance, statutory obligations, asset management and contractor governance, coupled with excellent leadership and stakeholder engagement skills.
Essential Requirements Degree in Facilities Management, Building Management, Property Management or a related discipline.
CIWFM or equivalent professional accreditation.
PRINCE2 or equivalent Project Management qualification.
Significant senior-level Facilities Management experience.
Strong knowledge of Local Authority property compliance and statutory requirements.
Proven experience managing contractors, suppliers and procurement activities.
Experience leading property maintenance, lifecycle and asset management programmes.
Excellent understanding of health & safety legislation and building compliance requirements.
Strong budget management and commercial awareness.
Experience presenting reports and recommendations to senior leadership teams and elected members.
