Project Description
The SCALE programme is a four‑year FCDO initiative (2024‑2028, £68m) designed to improve the effectiveness of education financing in low‑ and lower‑middle income countries. It works with partners to influence domestic and ODA spending to deliver foundational learning outcomes for disadvantaged girls and boys.
- Demand‑driven technical assistance projects.
- Innovative Partnerships (\”test, learn and adapt\” pilots) in up to 10 countries (Malawi, Zambia, Nigeria, Somalia, Ghana, Uganda).
- Strategic partnerships to mobilise finance.
Alinea International is contracted to deliver independent Monitoring, Evaluation and Learning (MEL) of the programme, including quarterly monitoring, annual Value for Money assessments, formative evaluations, and two summative evaluations.
About the Work
As the Education, GEDSI, and Education Expert you will ensure gender equality, disability, and social inclusion (GEDSI) are embedded across SCALE’s MEL framework. You will contribute to monitoring, formative and summative evaluations, and dissemination of findings, with a particular focus on ensuring equity in education interventions.
Key Responsibilities
- Support quarterly monitoring, including validation of technical assistance stories and assessment of pilot progress to scale.
- Contribute to annual Value for Money assessments with GEDSI equity analysis.
- Lead GEDSI analysis for summative evaluation rounds (2026, 2027), including country case studies.
- Provide GEDSI input into annual, quarterly, and dissemination outputs.
- Contribute to strengthening MEL approaches with an equity and inclusion lens.
Qualifications and Experience
- Advanced degree (Master’s or higher) in Education or Social Sciences.
- Expertise in Gender Equality, Disability, and Social Inclusion in education programmes.
- Proven experience in Theory of Change‑based evaluations and contribution analysis.
- Demonstrated experience evaluating education sector programmes and scaling interventions.
- Technical expertise in disability and social inclusion.
- Familiarity with FCDO education programming and international development contexts.
