On behalf of National Savings & Investments, we are looking for a Technical Governance and Operations Manager (Inside IR35) for a 6 months contract based hybrid either in London, Lytham, Durham or Glasgow. Office attendance is about 2 days a week. NS&I is one of the largest savings organisations in the UK with more than 24 million customers and over £218 billion invested. We are both a government department and an Executive Agency of the Chancellor of the Exchequer.
This role sits at the heart of live technology operations, providing technical governance, assurance, and oversight across critical customer-facing and business services. Working across multiple business domains, you will ensure that technical services, suppliers, data platforms, cloud environments, and operational processes remain fit for purpose, secure, compliant, and capable of supporting millions of customer transactions and interactions.
This is a highly technical leadership role requiring someone with current hands-on knowledge of enterprise technology landscapes, cloud platforms, data flows, banking platforms, and operational service governance. You will act as a trusted advisor to both internal technology teams and strategic suppliers, ensuring operational stability while supporting ongoing transformation and cloud migration initiatives.
Main Responsibilities:
- Provide technical oversight and assurance across live operational services, ensuring systems remain stable, secure, resilient, and compliant.
- Review, challenge, and approve technical change requests, ensuring proposed solutions meet operational, security, architectural, and customer requirements.
- Assess the impact of system changes on live services, customers, data flows, and operational performance.
- Work closely with suppliers including outsourced technology partners to ensure contractual obligations, service levels, and technical standards are achieved.
- Provide technical governance across cloud, on-premise, web, mobile, infrastructure, and data platforms.
- Analyse end-to-end data flows, integrations, and dependencies across complex enterprise systems.
- Support technology teams by offering technical guidance on service design, operational readiness, risk management, and solution assurance.
- Ensure services comply with regulatory, governance, security, and operational standards.
- Review incident trends, operational risks, and service performance metrics to identify opportunities for improvement.
- Collaborate with solution architects, technical architects, operations teams, security specialists, and suppliers to maintain service quality.
- Evaluate the operational impact of new technologies, platform enhancements, and transformation initiatives.
- Support cloud migration activities by ensuring well-governed and operationally robust solutions are delivered.
- Act as a technical escalation point for operational issues affecting critical business services.
Essential:
- Proven experience managing and assuring complex live production technology services within large enterprise environments.
- Strong technical knowledge across web applications, mobile platforms (iOS/Android), enterprise systems, databases, integrations, and infrastructure.
- Experience working with AWS and/or Azure, including cloud operations, governance, resilience, and migration programmes.
- Strong understanding of end-to-end data flows, data platforms, system integrations, and information management.
- Ability to assess technical change requests, challenge solutions, and evaluate operational, security, and business risks.
- Strong supplier and vendor management experience within outsourced or multi-supplier environments.
- Excellent stakeholder management and communication skills, with the ability to engage technical and non-technical audiences.
Desirable:
- Experience within banking, financial services, savings, payments, or highly regulated environments.
- Oracle database experience.
- SQL knowledge and an understanding of database structures and performance considerations.
