Homes England has launched the National Housing Bank, a government-backed investment platform to accelerate housing delivery across England. With £16bn in capital, it will unlock private investment, support regeneration and accelerate housing delivery across the UK. The holder of this position will be responsible for managing a portfolio of Equity and Joint Venture transactions for Homes England. For the Investment manager, these will be complex either by purpose, nature of client or deal structure, the portfolio size will vary according to complexity. Furthermore, the Manager will provide support to colleagues transacting these deals, feed in both lessons learned and supporting through investment appraisal and business case approval processes.

Responsibilities include:

  • Ensure delivery of housing starts and completions and budgeted Spend and Receipts in line with the Agency's Annual Business Plans and the transaction level business plan.
  • Developing strong and positive relationships with Investment/Joint Venture Partners and professional advisers.
  • Support transaction colleagues in Product Equity and Partnerships team in structuring new equity deals, which will include (but not limited to): supporting the development of the business case to invest, negotiating terms of the investment and investment appraisal, and managing advisors.
  • Identify key risks and manage the risk profile and performance of the transactions within the risk appetite of the agency and in line with the Recovery Rate/delivery objectives of the Deal.
  • Maintain and report on relevant data metrics on a monthly basis for asset performance including portfolio composition and stewardship activity and provide robust quality assurance and reporting as required, supplemented with a semi-annual performance updates and Annual Reviews.
  • Undertake detailed financial and commercial analysis of the transaction and develop a solid understanding of the deal objectives/business plan and wider portfolio including undertaking sensitivities at deal level, and monitoring relevant commercial metrics such as NPVs, IRRs, Cash Multiples, Value for Money analyses.
  • Ensure Homes England compliance with the terms of underlying transaction agreements including timely operational activity such as drawdowns, payments and provision of monthly management information, receipt of Board Papers.
  • Monitor and ensure client compliance with their obligations under the documentation.
  • Work flexibly across the different teams within Product Equity and Partnerships to support activity as business need requires.
  • Work collaboratively with colleagues from across the Agency to provide advice and support in relation to strategic and place-based investment opportunities and other interventions to meet Agency objectives.

Candidate profile:

  • Degree level qualification, and a professional qualification or equivalent experience of industry professional eg, Corporate Finance, Real Estate, Banker, Accountant or similar.
  • Excellent Excel skills are essential, and a proficient understanding of cashflow analysis and financial modelling would be ideal.
  • Experience in a corporate finance environment, transaction services or a Project Finance role would be preferred.
  • Good experience and understanding of risk and client management of a portfolio of equity and debt investments in the real estate sector.
  • Excellent communication skills both verbal and written are essential due to the level of reporting to senior management.
  • Good organisational skills and the ability to prioritise own workload and meet tight deadlines.
