On behalf of HM Land Registry, we are looking for a Lead Network Infrastructure Engineer (Inside IR35) for a 12 Month Hybrid contract based in London and Plymouth 2 times per week. SC Clearance is an essential requirement for this role, as a minimum you must be willing & eligible to undergo checks. Please note, due to the exceptional requirements of this position, preference may be given to candidates who meet all of the essential criteria and hold active security clearance.

The IT Operations Practice contains an established network function who are responsible for the design, delivery, and maintenance of HM Land Registry network infrastructure. This encompasses data centres, local offices across England and Wales in addition to cloud infrastructure hosted on AWS and Azure. These services underpin all of HMLRs IT services. The team are actively engaged in a series of exciting network re-designs and upgrades including new local office topology and design, new switching, firewalls and routing designs.

This role is to provide technical leadership for the Networks team, providing deep technical guidance to these teams. They will engage with other Lead Infrastructure Engineers, Technical Leads, Delivery Leads, New Service Managers and Architects to deliver solutions to agreed designs, contributing to business-as-usual activities, work packages and strategic planning. The role holder will take forward technical consolidation and/or improvement activities providing guidance and leadership to technicians throughout the IT Operations Practice and wider, whilst also working across Transformation and Technology to support and deliver solutions in line with the Technology and Business Strategies.

Responsibilities:

  • Be the subject matter expert on networks within HM Land Registry, taking accountability for design and management of network infrastructure.
  • Support HM Land Registry Network Infrastructure, encompassing data centres, local offices across England and Wales in addition to cloud infrastructure hosted on AWS and Azure.
  • Provide technical leadership to the practice, working as a Lead Infrastructure Engineering team to provide guidance and technical decision making within BAU and change portfolio deliverables.
  • In conjunction with the Lead Infrastructure Engineers and other technical leads within IT Operations and relevant practices, develop and maintain IT Infrastructure to ensure the availability, integrity and performance of services.
  • Make decisions to ensure that technical implementations are compatible with the existing infrastructure and the strategic aims of Land Registry.
  • Work with key IT partners and suppliers to develop, test and implement new solutions, ensuring that the most effective technology is used to meet business requirements, with particular emphasis on HM Land Registry's expanding digital services.
  • Task manage technical staff resource as required, setting them clear objectives and tracking them to completion whilst providing appropriate feedback to line managers.
  • Maintain effective relationships with other practices in order to meet operational requirements and service levels agreements.
  • Implement appropriate security controls to mitigate security threats within solutions and services.
  • Implement and champion modern industry standards in teams' working processes.
  • Create and follow test plans to provide assurance when implementing infrastructure changes.
  • Contribute to the continual improvement of the practice and the IT Operations community, supporting community members to build and maintain cohesion.

Essential Technical Criteria:

  • Achieved a CCNP qualification or have equivalent industry experience.
  • Layer 2 and Layer 3 Network protocols including TCP/IP, GBP, OSFP, VLAN, STP.
  • Designing network changes.
  • Firewall configuration, including policy changes.

Essential Experience Criteria:

  • Experience of planning and leading significant infrastructure change.
  • Experience of technical leadership including operation of service.
  • Ability to visualise, articulate and solve complex problems and make disciplined decisions based on available information.
  • Strong communication skills, including the ability to build working relationships and explaining technical issues to non-technical stakeholders.

There may be some occasional out of hours and on call work required. Please be aware that this role can only be worked within the UK and not Overseas.
