A leading public service transformation organisation is seeking a strategic and visionary Head of Business Change Management to lead a major transformation programme for a key public sector client. This is a high-profile leadership role with responsibility for shaping and delivering enterprise-wide change across a complex, multi-phase insourcing and service transformation initiative.
The programme is underpinned by a newly implemented ERP platform and an integrated service solution, including multi-channel customer contact, correspondence services, data and analytics, and automation and AI capabilities to support continuous improvement. This is a unique opportunity to lead transformational change and shape the future of public service delivery through strategic leadership and innovation.
Responsibilities
- Define and lead the overarching business change vision, aligned to organisational and programme objectives.
- Shape, prioritise, and govern a portfolio of change initiatives across all phases of the programme lifecycle.
- Chair change governance forums and provide strategic advice to programme and executive boards.
- Act as a trusted advisor to senior stakeholders, securing sponsorship and addressing resistance to change.
- Hold executive accountability for benefits realisation and value delivery.
- Build and embed capability across Business Change, Super User, and Change Champion networks.
- Lead organisational readiness planning and address structural, cultural, and behavioural barriers to adoption.
- Sponsor innovation in change delivery, including the use of behavioural science and digital adoption tools.
- Lead post-implementation reviews and ensure insights are fed into continuous improvement activities.
- Act as executive sponsor for change capability development within the client organisation.
Requirements
- Proven experience setting strategic direction for large-scale, enterprise-wide change programmes.
- Strong, visible leadership with the ability to shift mindsets and embed sustainable cultural change.
- Expertise in shaping and approving Change Impact and Change Load assessments.
- Experience developing business readiness strategies and executive-level dashboards.
- Strong governance and assurance capability across complex, multi-stream programmes.
- Ability to influence effectively at board level and across diverse operational teams.
- Outcome-focused approach with a demonstrable track record of successful adoption and benefits delivery.
- High levels of political and organisational awareness, with excellent stakeholder engagement skills.
- Experience working with technology delivery partners and consultancies.
