QUANTITY SURVEYOR
Contract: Government
Location: Birmingham, B37 7YE - hybrid working with some travel

We are looking for an experienced Quantity Surveyor to manage the full commercial lifecycle of projects within a dynamic facilities management (FM) environment. In this role, you’ll provide accurate cost control, support robust commercial governance, and ensure effective contract management across capital projects, lifecycle works, and reactive programmes. Working within NEC4 frameworks, you’ll safeguard financial accuracy, assess commercial risk, and contribute to best‑practice project delivery.
About the Role
You will work closely with Project Managers, suppliers, and stakeholders to deliver strong commercial outcomes across a high‑profile government contract. This position requires someone who can confidently produce clear commercial reports, manage supplier performance, and maintain compliance throughout pre‑ and post‑contract phases.
Key Responsibilities
- Review client project requests and analyse supplier tenders to determine requirements.
- Prepare and issue tender documentation in accordance with NEC and internal procedures.
- Evaluate returned tenders and provide commercially sound recommendations.
- Create supplier appointment documentation, including Deal Sheets, subcontract agreements, and pricing schedules.
- Upload tender information, proposals, and supporting documents into CEMAR or other digital systems.
- Maintain project cost control, forecasting, and commercial reporting throughout delivery.
- Produce monthly valuations and applications for payment under NEC procedures.
- Review and approve supplier applications, invoices, variations, and final accounts.
What You’ll Bring
- Experience in cost planning, estimating, valuations, and commercial reporting.
- Strong NEC3/NEC4 knowledge, including CEs and EWNs.
- Skilled in preparing and analysing tenders, supplier submissions, and subcontract documents.
- Advanced Excel skills (pivot tables, lookups, modelling).
- Able to interpret scopes, drawings, specifications, and FM technical details.
- Proficient with digital contract tools such as CEMAR.
- Strong financial control across forecasting, accruals, and reconciliations.
- Background in FM, construction, maintenance, or lifecycle projects.
