Overview
We are seeking an experienced Business Analyst (SEO level or equivalent) to support a high‑profile transformation programme within a large, complex public sector organisation. This role sits within the Change Management and Business Improvement function and will play a key role in shaping the early stages of a major programme, including the development of an Outline Business Case. The programme is at an early discovery and definition stage, requiring strong analytical leadership, stakeholder engagement, and structured business analysis to define outcomes, scope, and delivery approach.
Key Responsibilities
- Lead and advise on the identification, investigation, prioritisation, and analysis of complex business problems and opportunities across a large organisation.
- Define and plan the full range of business analysis activities required to support programme and process improvement.
- Model as‑is and to‑be processes, systems, and data at varying levels of detail and complexity.
- Support the development of programme options, delivery sequencing, timelines, costs, and dependencies.
- Contribute to the development of an Outline Business Case, including benefits, risks, costs, and management considerations.
- Make evidence‑based recommendations across people, process, and technology, including quantifying potential benefits.
- Build strong relationships with senior stakeholders and diverse delivery teams, applying effective communication and consultation techniques.
- Coach and support other business analysts, helping to build organisational capability and consistency in approach and tools.
- Validate and document business benefits associated with proposed changes.
Qualifications & Experience
- Proven experience operating as a senior‑level Business Analyst within complex organisations.
- Strong capability in analysing and improving large volumes of interconnected processes.
- Expertise in process modelling, systems and data analysis.
- Experience working across programme and project environments.
- Ability to develop and maintain effective relationships with a wide range of stakeholders.
- Experience quantifying benefits and supporting business cases.
- Strong understanding of recognised business analysis methodologies and techniques.
- A recognised professional Business Analysis qualification (e.g., BCS, IIBA or equivalent).
- Leading or managing business analysis capability across multiple stakeholder groups.
- Experience working in complex environments involving people, process, data, technology, and legislation.
- Prior experience supporting large‑scale transformation or public sector programmes.
