Responsible for the leadership and performance management of the Payroll Team. Responsible for the efficient and effective delivery of Payroll Support Services to the Council. Responsible for the maintenance of the employee data relating to pay and post changes. To be the Council's lead adviser on all matters relating to payroll and related functions including up-to-date expert knowledge in legislation relating to all payroll matters. Responsible for processing the monthly BACS transactions on time in conjunction with treasury colleagues in Finance. Responsible for ensuring all the monthly 3rd party payments are paid in a timely manner.

Main Areas of Responsibility

  • You will be required to work collaboratively across the whole HR function to deliver HR-wide strategic projects.
  • To effectively lead and manage the Payroll Team to deliver high-quality, efficient and effective service.
  • To develop staff within the team to achieve high performance and service standards and ensure they provide a customer-focused service to every customer whether internal or external and ensure that issues are resolved on the first occasion wherever possible.
  • Through innovation and challenge, contribute to the Council's development of the Payroll Service.
  • To work closely with the HR and OD colleagues to improve the delivery of payroll services as necessary.
  • To develop and promote effective and credible working relationships with senior managers and service users across all services in the Council and in particular Treasury and Pensions Services.
  • To undertake and contribute to corporate projects requiring expert knowledge of payroll and salary processes.
  • To carry out all duties with regard to the provisions of Health and Safety legislation, Data Protection legislation, and the Council's Equal Opportunities and Customer Care Policies.
  • To undertake any other duties commensurate with the level and responsibilities of the post, as directed by the Strategic Lead: Payroll and Systems.

Operational Delivery and Customer Support

  • Ensure all Input payroll data into the Payroll and HR System is processed in accordance with statutory and contractual obligations and the pre-defined deadlines. Including all staffing changes including starters, secondments, acting up, leavers and other amendments to salaries and employee data in compliance with Council policies and payroll requirements.
  • To plan the best way to implement legislative, procedural, and system changes and to ensure that standard procedures are developed and maintained to reflect these changes.
  • Responsible for ensuring that the monthly and year-end processes (P60s and P11ds) are completed in a timely manner.
  • To maintain up-to-date and expert knowledge in legislation relating to payroll matters, including lawful deductions.
  • Work with ICT in the development and testing of new functions in the payroll system, in relation to payroll functions and the impact of ICT projects on the running of payroll.
  • Design, review, and modify payroll processes to accommodate changes in systems and legislation.
  • Provide accurate salary data on a monthly and annual basis as required by the Office of National Statistics.
  • Any other duties as and when, they may be reasonably required in relation to the grade of the post.
  • Consult with HR on timeframes in relation to processing changes in the payroll system, and arrange advice and guidance for the administration of TUPE transfers in relation to payroll.
  • Maintain and update intranet pages as required, liaising with the relevant team to ensure payroll information provided to employees relating to forms procedures and deadlines is current and correct.

Other Duties and Responsibilities

Flexibility: The key responsibilities and duties of the role are neither exclusive nor exhaustive. All workers are expected to operate flexibly to support the delivery of services and from time to time will be required to undertake responsibilities outside the normal remit of role description as required, which are broadly commensurate with the job level and scope of competence.

Working Pattern and Travel

The postholder will be expected to work in an agile way and through a combination of hybrid working at our different offices and from home.
