Primary Purpose and Objectives:

The Compliance Officer is responsible for independently reviewing claims and supporting evidence against contract requirements, recording clear and defensible validation outcomes and identifying and escalating unsupported, inconsistent or potentially ineligible claims before financial approval.

The role will ensure that claims are reviewed consistently against the agreed evidence standard, that appropriate records and audit trails are maintained and that potential compliance risks are identified and escalated promptly.

Key Responsibilities

  1. Claims Validation and Compliance
  • Review complete employer claim packs against the approved employer and placement record.
  • Check participant details, funded period, hours and relevant start, change and leaver information against approved records.
  • Review wage and supporting evidence for consistency with the claim and agreed evidence standards.
  • Review onboarding-cost evidence for participant linkage, business rationale, eligibility and potential duplicate funding.
  • Identify missing, inconsistent, unsupported or potentially ineligible evidence.
  • Raise clear and specific evidence queries where further information or clarification is required.
  • Record evidence reviewed, validation date, outcome, exceptions and rationale in the required register or system.
  • Process allocated claims accurately and within agreed timescales.
    1. Risk and Escalation
      • Identify potential compliance risks, unusual evidence or recurring issues and raise these with the Lead Compliance Officer.
      • Escalate suspected fraud, altered evidence, repeated control failures or serious non-compliance promptly.
      • Support risk-based employer spot checks and corrective-action activity as directed.
      • Participate in thematic reviews and additional validation activity where required.
      • Apply agreed controls and escalation routes consistently.
    2. Working Relationships and Professional Challenge
      • Work effectively with colleagues across the business to resolve evidence queries.
      • Maintain independence and objectivity when reaching compliance and validation decisions.
      • Ensure decisions are based on available evidence and approved requirements.
      • Raise concerns where evidence does not support the claim or where requirements have not been met.
      • Respond appropriately to challenge and seek guidance where evidence or requirements are unclear.
      • Contribute to a positive and professional team environment.
    3. Data Protection, Information Security and Audit Trail
  • Handle personal data securely and in accordance with requirements.
  • Maintain a complete and accurate audit trail for all validation activity.
  • Apply required controls and segregation of duties consistently.
  • Follow approved procedures, evidence standards, checklists and escalation routes.
  • Ensure documentation and evidence can be readily retrieved where required for audit or assurance purposes.
    1. Continuous Improvement
  • Provide feedback to the Lead Compliance Officer on recurring queries, evidence issues and process improvements.
  • Support the implementation of changes to procedures, systems and validation requirements.
  • Contribute to maintaining consistent standards across the Claims & Compliance team.

Essential/Desirable Skills, Knowledge and Experience

Essential

  • Experience in compliance, claims validation or a comparable evidence-checking role.
  • Excellent attention to detail and ability to review documentary evidence consistently.
  • Ability to follow programme requirements, procedures and checklists while exercising sound judgement on exceptions.
  • Good written communication skills and confidence raising evidence queries.
  • Ability to identify inconsistencies and recognise when an issue requires escalation.
  • Ability to work accurately to volume and deadline requirements.
  • Good organisational skills and ability to manage competing priorities.
  • Ability to work collaboratively while maintaining objectivity and appropriate professional challenge.
  • High levels of integrity and professional judgement.

Desirable

  • Experience of government-funded programmes.
  • Experience reviewing payroll, wage or employment evidence.
  • Counter-fraud, audit or grant-assurance experience.
  • Experience working with claims, financial evidence or employer documentation.
