We are seeking an experienced Construction QHSE (Quality, Health and Safety) Manager to oversee health, safety, and quality performance across a diverse portfolio of construction and refurbishment projects within a higher education environment.

Working closely with estates, capital projects, consultants, and contractors, you will play a critical role in ensuring that all construction activity is delivered safely, compliantly, and to the highest quality standards while operating within a live campus setting that prioritises the wellbeing of students, staff, and visitors.

Key Responsibilities

  • Lead and manage Health, Safety, and Quality standards across all construction and capital works projects.
  • Develop, implement, and monitor HSQ policies, procedures, and management systems aligned with legal, regulatory, and institutional requirements.
  • Act as the principal HSQ advisor to project teams, estates leadership, and senior stakeholders.
  • Review and approve contractor RAMS, construction phase plans, and quality documentation.
  • Conduct site inspections, audits, and investigations, ensuring corrective actions are implemented effectively.
  • Ensure compliance with CDM Regulations (where applicable), acting as Client Advisor or supporting the Client role.
  • Promote a positive safety culture appropriate to a live higher education campus, balancing construction delivery with academic operations.
  • Monitor quality assurance processes to ensure works meet design intent, specifications, and institutional standards.
  • Deliver HSQ training, briefings, and awareness sessions to internal teams and contractors.

About You

You will be a confident, credible professional with experience managing HSQ within complex construction environments—ideally within higher education, healthcare, or similarly sensitive settings.

Essential:

  • Proven experience in a senior HSQ role within construction or capital projects.
  • Strong working knowledge of UK health & safety legislation and best practice.
  • Experience working with multiple contractors and consultants.
  • Ability to influence and challenge at all levels.
  • Excellent communication and stakeholder management skills.

Desirable:

  • Experience working in a higher education or public-sector environment.
  • NEBOSH Diploma (or equivalent).
  • Membership of IOSH or relevant professional body.
  • Experience overseeing quality management systems in construction.
