Location: Bristol, United Kingdom (initially), then relocating to Baku, Azerbaijan. Start Date: October 2026. Contract Duration: 12 months (renewable/extendable).

About the Role

Airswift is currently recruiting for an experienced SPS Project Control Lead to join our client, a leading international Oil & Gas company, supporting the The SPS Project Control Lead will play a key role in supporting the SPS Package Manager in the management, coordination, and control of all project control activities related to the Subsea Production System (SPS) package. This includes contract administration, planning and scheduling, cost control, reporting, documentation management, risk monitoring, manpower planning, and stakeholder coordination across international and multicultural teams. The successful candidate will initially be based in Bristol, UK, before transitioning to Baku, Azerbaijan as project activities progress.

Key Responsibilities

  • Project Controls & Contract Management
    • Ensure SPS package contracts (EPFS and Services) are effectively managed and controlled regarding:
      • Progress monitoring
      • Equipment delivery tracking
      • Invoice processing and payment
      • Cost reporting
      • Engineering documentation administration
      • Package reporting
      • Commercial and contractual matters
  • Maintain compliance with contractual terms and conditions and project management instructions.
  • Monitor package progress using Primavera P6, producing weekly and monthly progress reports.
  • Interface regularly with contractor planners and project control personnel.
  • Track equipment deliveries and coordinate the issuance of interim certificates when contractual conditions are fulfilled.
  • Review and validate contractor invoices, including:
    • Progress payments
    • Milestone payments
    • Reimbursable costs
    • Variation Orders (VOs)
    • Mission and travel expenses
  • Prepare, review, and administer correspondence exchanged with contractors, maintaining an up-to-date correspondence register.
  • Monitor package expenditures and provide accurate cost reporting to the Project Management Team (PMT).
  • Documentation & Contract Administration
    • Manage detailed engineering documentation and transmittals between contractors, PMT, and affiliate teams.
    • Track and monitor COMPANY responses to ensure compliance with contractual review timelines.
    • Support management of package administrative activities.
    • Coordinate with Contracts & Procurement (C&P) teams regarding variation orders and contract amendments.
    • Challenge and negotiate contractor variation orders to safeguard COMPANY interests while ensuring fair contractual application.
    • Coordinate and close actions resulting from COMPANY audits and reviews.
    • Interface with Project HR regarding package manpower planning and resource requirements.
  • Team Coordination & Leadership
    • Coordinate all SPS Package Project Control activities and ensure alignment across disciplines.
    • Support the SPS Package Manager in the administration and coordination of package personnel.
    • Participate in recruitment and onboarding activities when required.
    • Foster strong working relationships between COMPANY teams and contractor personnel.
    • Promote a collaborative, multicultural, and high-performance working environment.
  • Reporting Responsibilities
    • Prepare and submit regular SPS Package reports to the Project Management Team.
    • Attend monthly package review meetings and weekly project control meetings.
    • Provide regular updates and reports to:
      • SPS Package Manager
      • Project Control Manager
      • Other key project stakeholders
    • Ensure accurate and timely communication of package performance, risks, costs, and schedule status.
    • Collaborate closely with COMPANY and contractor teams to ensure alignment and transparency.
  • HSE Responsibilities

    • Comply with all requirements of the HSE Management System.

    • Participate actively in HSE meetings, safety briefings, toolbox talks, training sessions, and emergency drills.
    • Support the implementation of HSE plans and objectives.

    Authority

    The role carries the authority to suspend activities whenever an actual or potential threat exists to personnel, facilities, or the environment and to immediately notify responsible management.

    Accountabilities

    • Assist the SPS Package Manager in the organization, management, and control of the SPS Package.
    • Deputize for the SPS Package Manager when required.
    • Coordinate and supervise all package project control functions, including:
      • Contracts Planning & Scheduling
      • Cost Control
      • Budget Management
      • Risk Management
      • Documentation Control
      • HR Coordination
      • IS/IT Coordination
      • Reporting
    • Ensure compliance with COMPANY procedures, project guidelines, and industry best practices.
    • Identify and communicate any deviations from project commitments or objectives.
    • Drive continuous improvement and optimization of package project control activities.

    Qualifications & Experience

    • Education Bachelor's Degree in Engineering or equivalent technical qualification.
    • Experience 10 to 15 years of overall professional experience in major oil and gas projects.
    • 5 to 10 years of experience in project controls, contracts administration, planning, scheduling, and cost control.
    • Demonstrated experience working on large-scale EPC/EPCI, subsea, offshore, or energy projects.
    • Experience working within multicultural and international project environments.
    • Strong understanding of contract management and commercial administration.

    Technical Skills

    • Proficiency in Primavera P6.
    • Strong cost control and forecasting capabilities.
    • Understanding of project reporting, budgeting, and progress measurement systems.
    • Experience with documentation management systems and project control tools.

    Languages

    • Fluent English is essential.
    • French language skills are highly desirable.

    Project Context

    Project Context is located offshore Azerbaijan in the Caspian Sea, approximately 100 km southeast of Baku, in water depths of around 500 meters. The development includes offshore subsea infrastructure connected to a greenfield Central Processing Facility (CPF) onshore. The CPF is designed to process approximately 450 MMscfd of gas and 38,000 barrels of condensate per day, supporting both domestic supply and international gas export through the South Caucasus Pipeline (SCP).
