The Role
This is a full-time on-site office role in Singapore. The role involves day-to-day tasks to managing tender submissions, estimating costs, liaising with suppliers and subcontractors and ensuring the accuracy and competitiveness of bids and bid proposals. The role will extend to post contract administration, which requires working closely with our project managers on matters related to project cost monitoring progress certification for claims and payment, variation claims and final account settlement.
Key Responsibilities at Tender Stage:
- Review tender documents and prepare a summary of the salient points and all potential risks involved.
- Review the overall scope of the tender and propose the job responsibility separation between the assistant tender manager and the quantity surveyor.
- Prepare a tender schedule which includes the formulation of the cost preparation document, construction design readiness, calling and receipt of quotations by subcontractors and suppliers, internal reviews and final inking of the tender submission documents.
- Responsible for carrying out quantity takeoff for tendering of projects.
- Studying the tender specifications and drawings.
- Assist the tender evaluation and preparation of tender documents for submission.
- Assists in PQM submission.
- Assist the Business Development Management in the preparation of tender proposals, when required.
Key Responsibilities at Post-Tender Stage:
- Assist in subcontract procurement, evaluating, negotiation, selecting competent suppliers and subcontractors and to prepare for relevant contract agreement.
- Measure and determine the amounts of work done at any stage of the construction for project budget, cost control, submission to client and financial budget report.
- Check and evaluate the progress claims submitted by the subcontractors.
- Carry out contract administration duties.
- Assist in the settlement of final accounts with client, suppliers and subcontractors.
From time to time, the Management will at its discretion assign other job duties or assignments to you. The Company reserves the right to second or transfer you to another department. Such a transfer or secondment is at the absolute discretion of the Management.
Qualifications:
- 7 – 10 years of practical experience in a similar position advantageous.
- Degree in Quantity Surveying or Civil Engineering.
- Working knowledge & experience of recognised estimating software packages, with the ability to implement new and/or alternative systems.
- Preference will be given to candidates with CCS Candy estimating experience, Microsoft Office applications, especially Excel (and Cubicost) is an added advantage.
- Estimating knowledge relating to Architectural; Civil; Structural, and MEPF (Mechanical, Electrical, Plumbing, Fire) trades.
- Accurate, able to work with minimal supervision, good presentation skills, pride in their work.
- A hands-on attitude as you will be required to estimate on a diverse range of construction trades.
- Experienced in industrial and international projects.
- Experienced in multiple contract forms including producing net cost build-ups, fixed cost, cost plus, design and build and cost reimbursable contracts.
- Identifying and quantifying risks in a tender.
- Ability to concurrently work on several activities, with good organisational skills.
- Excellent communication skills (all forms); able to translate complex situations into easily understood context, with the ability to build relationships with internal and external clients.
- Advanced skills in MS Outlook/Word/Excel.
- Ability to use Project Document Collaboration system (currently “Project Centre”).
