AGR are working closely with our Algerian-based client to recruit an Emergency Response Supervisor to join its team on a 28/28 day rotational basis.

About the role:

This role will support the development of the Incident Command & Crisis Management systems at all of our clients' sites in Algeria. This position will enhance procedures, processes and systems for dealing with emergency response at site and is critical to ensuring the organization is fully prepared to respond to emergencies, safeguarding people, assets and the environment whilst ensuring readiness across all operations.

Key duties and responsibilities:

  • Define clear Incident Command and Crisis Management protocols and procedures.
  • Support the Crisis Management Team (CMT) in managing large-scale incidents and emergencies.
  • Develop, maintain, and update comprehensive Emergency Response Plans (ERPs) for all site operations in collaboration with key departments.
  • Align ERPs with local regulations, international standards, and company HSE policies, ensuring compliance with national requirements and industry best practices.
  • Arrange comprehensive training programs and updated documentation to prepare personnel for Incident Command and Crisis Management scenarios.
  • Organize emergency response training for employees, contractors, and stakeholders.
  • Support and oversee drills and simulations (e.g., fire, spill, medical emergencies) to evaluate readiness.
  • Document training sessions, drills, and lessons learned to ensure continuous improvement.
  • Assist site teams in implementing and testing emergency response procedures tailored to site-specific risks and controls.
  • Collaborate with HSE teams to ensure site-specific plans align with corporate ER policies.
  • Act as the primary liaison between the head office and operational sites regarding emergency preparedness.
  • Conduct regular visits to site and drilling operations to verify and enhance emergency preparedness.
  • Inspect and maintain emergency response equipment, ensuring functionality and readiness.
  • Maintain an inventory of ER resources and recommend procurement as needed.
  • Verify the reliability of communication systems (e.g., radios, alarms) to ensure effective incident coordination.
  • Support teams in preparing for external audits and inspections related to emergency readiness.
  • Engage with local authorities and emergency services to strengthen collaboration and Plan du Mutual Aid (PAM) agreements.
  • Foster external partnerships to enhance response efficiency during emergencies.
  • Participate in post-incident investigations to identify root causes and ensure corrective actions are implemented.

Work Experience:

  • Extensive experience in designing, implementing, maintaining and improving emergency response processes and exercises within a high hazard operating facility.
  • Strong knowledge of emergency response procedures, crisis management and HSE standards.
  • Familiarity with emergency response equipment, systems and technologies.

Technical skills/Qualifications:

  • Degree or degree level equivalent qualification in an HSE related discipline (H&S, Quality Assurance, Engineering, Biology, construction or similar) - Essential.
  • Major Emergency Management (MEM) training OR Incident Command System Training (ICS 100, ICS 200, ICS 300 etc) - Essential.
  • NEBOSH or equivalent - preferred.

Languages:

  • English - essential.
  • French - desirable.
  • Arabic - desirable.
