Start here. Grow here AECOM is seeking an experienced Traffic Regulation Order (TRO) Consultant to join our established Highways & Complete Streets team.
Location: Birmingham, Bristol, with other major UK cities considered
This is an opportunity to take a lead role in coordinating Traffic Regulation Orders associated with highways, development and transport schemes across the UK.
The role will provide exposure to a diverse portfolio of major programmes and clients, including Birmingham, Bath, Cardiff, Liverpool and Kent, and other local authorities and major UK clients.
You will work closely with project teams, local authorities, engineers, planners and legal teams to coordinate TROs from initial proposal through consultation and statutory completion.
Key Responsibilities
- Coordinate the full TRO lifecycle , from initial proposal through consultation, legal processes and completion.
- Review and collate information from engineers, planners and other stakeholders.
- Interpret highway drawings, plans, maps and technical information to support TRO proposals.
- Coordinate consultation and liaise with the clients Legal Services and other statutory stakeholders.
- Liaise with local authorities, engineers, legal teams, councillors and members of the public.
- Prepare clear and professional reports, correspondence and responses to enquiries.
- Review legal and statutory documentation.
- Maintain accurate TRO records, databases and supporting documentation.
- Prepare and coordinate TRO documentation, notices and supporting information.
- Support with the coordination of TRO meetings, consultations and stakeholder engagement.
About You
We are looking for someone who has a good practical understanding of the TRO process and can confidently coordinate orders from proposal through to completion.
You will ideally have:
- Proven experience preparing and progressing TROs.
- A good understanding of statutory TRO processes and consultation requirements.
- Strong organisational skills and excellent attention to detail.
- Strong written and verbal communication skills.
- Experience working with local authorities, their legal teams and technical professionals.
- A proactive approach, with the confidence to take ownership and progress issues to resolution.
- The ability to work independently, with senior support, to manage competing priorities and deliver to agreed timescales.
Experience in one or more of the following would also be advantageous:
- Traffic management
- Parking
- Highways
- Transport planning
- Development planning
- Local government
- Public consultationLegal or statutory processes
- Regulatory compliance
- Process, systems or data improvement

Relevant practical experience is more important than a specific academic qualification. Qualifications in highways, transport, planning, local government or a related discipline would be advantageous. Proven experience preparing and progressing TROs. A good understanding of statutory TRO processes and consultation requirements.
