Job Description

With a strong passion and interest in Evaluation and Benefits Management, this Technical Specialist role in our Transportation team is a leadership position focused on supporting growth in our evaluation and benefits management business.

Responsibilities include technical leadership, client engagement, project delivery, work‑winning, business development and team development.

The ideal candidate should have extensive experience in evaluation and benefits management, strong leadership skills and a commitment to innovation and technical excellence.

Responsibilities

  • Lead the technical delivery of projects within the evaluation and benefits management portfolio.
  • Develop and execute strategic initiatives to grow the evaluation and benefits management work area.
  • Build and maintain strong relationships with key clients, including public sector agencies, private sector and infrastructure operators, providing strategic advice and solutions.
  • Provide technical oversight of complex evaluation and benefits management projects, using best practice and updated frameworks such as the Magenta Book.
  • Identify and pursue new business opportunities in the sector, preparing bids and proposals and collaborating with other business lines.
  • Support recruitment, mentoring and development of the evaluation and benefits management team, fostering a culture of collaboration, innovation and continuous improvement.
  • Promote diversity and inclusion, ensuring a supportive and equitable workplace.
  • Represent the company at client meetings, industry events and conferences to enhance reputation.

Qualifications

  • Extensive experience working in the evaluation field.
  • Higher degree in Transport Planning, Civil Engineering, Urban Planning or a related field.
  • Chartered status or membership in professional bodies such as CIHT, TPS or UK Evaluation Society.
  • Practical experience applying mixed methods in evaluation.
  • Expertise in theory‑based and experimental/quasi‑experimental evaluation design relevant to transport.
  • Track record in design and implementation of Benefits Management.
  • Strong analytical competencies applicable to consultancy, including handling complex datasets, statistical analysis, economics and social value.
  • Critical thinker with problem‑solving mindset, comfortable navigating imperfect data environments.
  • Strong leadership, team management and mentoring capabilities.
  • Excellent communication, negotiation and interpersonal skills.
  • Proven ability to manage complex projects and deliver results.
  • Comprehensive knowledge of transport planning principles, policies and regulations in UK&I region.
  • Understanding of how AI platforms can assist in evaluation and benefits management projects.
