The predicted salary is between 40500 - 49500 £ per year.

Location - flexible within the UK. Occasional Birmingham travel may be required.

The Deputy Framework Manager supports the Framework Manager in the successful operation of the SPaTS3 Framework, alongside delivery and close-out of existing SPaTS2 legacy projects. The role covers bid and tender management, framework reporting and governance, delivery of contractual commitments, project mobilisation support, and the effective management of client and supplier relationships.

Here's what you'll do:

  • Manage the coordination of tenders, including allocation to bid teams, schedule management, and ensuring submissions are delivered on time and to a high standard, with a clear focus on safety and quality.
  • Lead the preparation and management of tender queries/clarifications, ensuring responses are accurate, compliant, and submitted within client deadlines.
  • Provide commercial support throughout the tender process, including rate development, responding to commercial queries, and sharing best-practice examples to support competitiveness and win performance.
  • Maintain oversight of the opportunity pipeline, including tracking, forecasting, and proactive opportunity management in collaboration with the Framework Manager and bid teams.
  • Prepare and support internal bid governance activity, including coordination of inputs and occasional attendance at governance meetings.
  • Contribute to bid lessons learned and performance improvement activity, including analysis of win/loss outcomes and trends.
  • Support the Framework Manager in overall framework management, including leadership reporting, Tender Commitment reporting, and supplier and client engagement.
  • Support supplier interactions as part of the wider framework team, including contract set-up, administration, and management of general queries.
  • Provide guidance to project teams to ensure effective and compliant project set-up, including mobilisation requirements and framework processes.
  • Manage internal framework cost and performance reporting, including budget tracking, allocation, and reporting.
  • Maintain and provide framework rates/rate cards, ensuring appropriate control, accuracy, and timely updates.
  • Lead or support customer initiatives within the framework to enhance service delivery, collaboration, and client satisfaction.
  • Contribute to wider Advisory, Consultancy & Research project delivery activities, depending on business need and individual capability.
  • Ensure the on-time, high-quality delivery of Tender Commitments, including tracking progress, supporting commitment leads, and escalating risks where required.
  • Maintain and improve framework documentation, including updating and creating templates, best-practice guides, and proposal materials (including drafting content for quality submissions).
  • Support onboarding and training of new Project Managers to the framework, and provide refresher training for existing team members as required providing clear and consistent advice.
