Regulatory Performance & Assurance Lead The Opportunity We are looking for an experienced Regulatory Performance & Assurance Lead to join a major infrastructure programme, taking responsibility for regulatory performance, evidence management and assurance across a complex delivery environment. The successful candidate will lead the development and management of robust evidence, governance and assurance arrangements, ensuring key programme commitments, regulatory milestones and performance obligations are supported by credible, traceable, auditable and defensible evidence. This is a senior role requiring someone who can work across multiple delivery partners and disciplines, providing constructive challenge while building strong relationships with programme leadership, PMO, integration, assurance and delivery teams. You will play a key role in improving assurance maturity across the programme, establishing clear expectations and helping teams understand not only what evidence is required, but why it is important to successful programme outcomes. Key Responsibilities Lead the programme's regulatory performance, evidence and assurance activities, acting as a key interface between the delivery organisation and client. Own the development, coordination and submission of evidence supporting key programme commitments, milestones and performance obligations. Establish robust and auditable evidence management frameworks, ensuring information can withstand internal, client and external scrutiny. Develop governance and assurance processes that provide a clear line of sight between programme delivery, contractual/regulatory commitments, evidence and claimed outcomes. Drive an evidence-led delivery culture, establishing clear standards, responsibilities and accountabilities across programme teams. Identify weaknesses, risks, gaps and inconsistencies within programme information, evidence and controls before they affect compliance or performance outcomes. Champion progressive assurance practices and continuously improve the quality, consistency and reliability of programme information. Build capability and maturity across delivery partners, supporting teams in adopting best-practice approaches to evidence management, assurance and performance measurement. Provide independent advice to senior programme leadership regarding assurance readiness, evidential robustness, emerging risks and areas requiring intervention. Work collaboratively with delivery teams, PMO, programme controls, integration, commercial and client functions. Support wider programme performance activities, including performance reviews, governance reporting and periodic programme assessments. Experience & Skills Required Significant experience in performance, assurance, governance or regulatory delivery within major infrastructure projects or complex programmes. Strong understanding of evidence-based delivery, programme commitments, milestones and performance obligations. Proven experience establishing traceable evidence frameworks, assurance controls and governance processes. Experience working within complex multi-partner environments, alliances, joint ventures or major programme delivery organisations. Strong analytical capability with the ability to interpret programme information, identify weaknesses and turn data and evidence into meaningful performance insight. Experience improving assurance and performance maturity across multidisciplinary teams. Strong understanding of programme controls, governance, risk, reporting and assurance. Excellent stakeholder management skills with the confidence to engage with delivery teams, PMO, programme integration, clients and senior leadership. Ability to challenge constructively, escalate risks appropriately and drive actions through to resolution. Excellent written communication skills, with experience producing evidence-based submissions, assurance packs, governance papers and senior-level reporting.
