Advance TRS is supporting a UK economic regulator within the water sector in the search for a Senior Analyst to join its Major Water Infrastructure Programme team. The role sits within a specialist directorate focused on strategic water resource planning, environmental coordination and the oversight of large-scale infrastructure delivery.

The organisation regulates the water industry across England and Wales, working closely with government, environmental regulators and water companies to ensure investment is delivered effectively and supports long-term resilience for customers and the environment.

The successful candidate will join a high-profile programme responsible for overseeing major water supply infrastructure schemes, including reservoirs, transfers, recycling and desalination projects. You will act as the day-to-day lead for a portfolio of Strategic Resource Options (SROs), supporting their progression through a structured regulatory “gated” process and ensuring delivery risks are actively managed.

Key responsibilities include:

  • Leading oversight of a portfolio of major infrastructure (SRO) projects
  • Monitoring delivery progress, risks and issues across schemes
  • Reviewing and assessing technical submissions at key approval stages
  • Coordinating engagement with government, regulators and water companies
  • Supporting resolution of delivery challenges through structured stakeholder engagement
  • Producing briefings, reports and evidence-based recommendations for senior stakeholders
  • Supporting governance processes and presenting findings internally and externally
  • Contributing to continuous improvement of regulatory and assessment processes
  • Supporting wider policy and programme activity across water resources and environmental planning

Candidate Requirements

Advance TRS is seeking candidates with experience in infrastructure delivery, environmental regulation or water sector planning who are confident working in complex, multi-stakeholder environments. Candidates should demonstrate:
