Norfolk Fire and Rescue Service is proud to serve a dynamic county rich in history and heritage. We’re on an ambitious journey of continuous improvement and reform, and we are seeking an experienced, strategic and visionary leader to join us as our Head of Transformation and Development on a 12-month maternity cover secondment of fixed term contract.

This key leadership role is at the heart of change across the Service - providing clear direction, strategy and coordination for NFRS’s transformation programme. You’ll ensure that improvement plans are robust, joined-up and aligned with our vision, Norfolk County Council’s strategic ambitions, HMICFRS recommendations and the national fire reform agenda.

You’ll lead the development and delivery of an integrated and future-focused transformation framework, driving real and sustained change across key areas such as systems, technology and estates. Working closely with senior leaders and partners, you’ll ensure our programmes are well-resourced, delivered on time, and provide a strong foundation for long-term success.

As a visible and collaborative leader, you will play a key role in stakeholder engagement - ensuring that external partners and commissioned services are integrated into our transformation journey. You will also shape the future of the Service by leading the development of strategic plans, including contributing to our next Community Risk Management Plan (CRMP) for 2026–31.

What You’ll Lead On

  • Designing and delivering a coordinated transformation and improvement framework
  • Aligning our work with national reform, HMICFRS findings, and NCC’s corporate priorities
  • Managing strategic programmes in areas such as estates, digital transformation, and organisational systems & wellbeing
  • Leading the development of new strategies that support the CRMP and long-term service goals
  • Ensuring effective stakeholder and partner engagement across all transformational activity
  • Supporting inspection readiness, performance improvement, and continuous organisational learning

What We’re Looking For

  • A credible and strategic leader with experience of delivering complex transformation programmes
  • Someone who can align local improvement with national reform and corporate strategy
  • A proven ability to manage multi-disciplinary teams and large-scale change initiatives
  • Excellent stakeholder engagement and partnership-building skills
  • Knowledge of fire and rescue services, public sector reform, or similarly complex environments is desirable
